Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. All photos were taken by Lee Hill on March 13, 2019. 2. The facility is owned by Haywood County and operated by Consolidated Waste Services. 3. Waste is transported by Consolidated Waste Services to the White Oak Municipal Solid Waste Landfill (4407- MSWLF-1993) in Waynesville, NC. 4. The facility is open to the public Monday through Saturday from 7:00 am to 5:00 pm. Records Review 5. The current permit and operations plan were available upon request. 6. Tonnage records from October 2018 to February 2019 were reviewed. The facility sent an average of 63 tons of waste per day to the White Oak Municipal Solid Waste Landfill during that period. 8. Waste screening forms from December 1, 2018 to March 9, 2019 were available for review. The facility performs two waste screenings per day and the forms showed the final disposition of any unacceptable material. 9. Scrap tire forms from March 1, 2019 to March 12, 2019 were reviewed and appeared to be filled out correctly. Scrap tire forms are sent to the Haywood County offices in Waynesville at the end of each month. 10. Computers are sent to eDGe Broadband Solutions, LLC in Asheville and fiscal year 2019 records were available for review. eDGe Broadband Solutions, LLC is a R2 and RIOS certified vendor. CRT televisions are sent to CompuPoint USA, LLC in Norcross Georgia. Operations Inspection of the Transfer Station Area 11. Large loads are directed to the tipping floor; citizens and small haulers dump material over a tipping wall located on the southeast side of the building. 12. No unapproved material was observed on the tipping floor during the inspection. A cover has been installed over the conveyer belt for the inactive waste baler system and the area was clear of waste. 13. The leachate drain is located in the center of the floor and is connected to a collection. The tank is pumped on a as needed basis and the leachate is sent to the Town of Waynesville Wastewater Treatment Plant. Leachate pumping records were provided for review. 14. The tipping floor was observed to be in good condition at the time of inspection. Operations Inspection of the Electronics. Baling. Universal Waste and Blue Bag Area 15. Electronics are collected, sorted, palletized or placed in crates in the building located to the northwest of the scale house. 16. The facility collects fiber from county convenience sites and the baled material is sent to Curbside Management in Asheville, NC. 17. Florescent tubes, bulbs and lead acid batteries are collected in a locked metal cage inside the baling building. The bulbs were stored in structurally sound cardboard boxes and plastic buckets to prevent breakage. The Page 2 of 4 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management NORTH CAROLINA Solid Waste Section collected fluorescent bulbs are sent to Cleanlites Recycling in Spartanburg, SC. 18. Used motor oil, filters, and used cooking oil are collected inside the baling building. Used oil and filters are sent to Enterprise Oil in Knoxville, TN. Used cooking oil is sent to Blue Ridge Biofuels for processing. 19. "Blue Bag" recyclables are brought from the county convenience sites and stored inside the baling building. The material is loaded into transfer trailers or roll off containers and is taken to Curbside Management for processing. 20. The Electronics, Baling, Universal Waste, and Blue Bag Area was well managed at the time of inspection. Operations Inspection of the Scrap Metal, White Goods & Tire Collection Area 21. Scrap metal and white goods are collected on a concrete pad and are loaded into roll off containers. White goods containing refrigerants were separated and stored upright at the time of inspection. Scrap metal and white goods are sent to Mountain Metals for recycling. Refrigerants are removed at Mountain Metals. 22. Tires are collected in two van trailers and are sent to US Tire in Concord, NC for processing. Please contact me if you have any questions or concerns regarding this inspection report.
