Wood Environment & Infrastructure Solutions, Inc. 1308 Patton Avenue Asheville, NC 28806 USA March 12, 2019 Ms. Jaclynne Drummond Hydrogeologist, Solid Waste Section NCDEQ — Division of Waste Management 2090 U.S. Highway 70 Swannanoa, North Carolina 28778-8211 RE: 14-Day Notification of Groundwater Protection Standard Exceedance(s) Western Carolina University Closed Municipal Solid Waste Landfill Jackson County, North Carolina Permit 50-01 Wood Project 6252-15-0221.04 Dear Ms. Drummond: T: 828-252-8130 www.woodpic.com In accordance with 15A NCAC 1313.1633(c)(1), Western Carolina University (WCU) is submitting a 14-Day Notification of Groundwater Protection Standard Exceedance(s) form following the identification of an exceedance of the concentration of 1,4-dioxane at WCU's Closed Municipal Solid Waste Landfill (MSWLF). Groundwater and surface water samples were collected at WCU's Closed MSWLF on February 25, 2019 and submitted for analysis of Appendix I volatile organic compounds according to EPA Method 8260, Appendix I metals according to EPA Methods 6020A and 7470A, and 1,4-dioxane according to EPA Method 8260 SIM (selective ion monitoring). The compound 1,4-dioxane was detected in groundwater samples collected from two monitoring wells (MW-3 and MW-4) at concentrations greater than the North Carolina Groundwater Standard of 3 micrograms per liter, as summarized in the table below. Concentrations of 1,4-dioxane were not detected above the method detection limit in the groundwater samples collected from monitoring wells MW-1 and MW-2, or in the surface water samples collected at locations SW-1 and SW-2. The analytical report was received on March 11, 2019, and the results were verbally communicated to you on March 12, 2019. This is the first time that 1,4-dioxane has been analyzed and detected, so there is no historical data with which to compare the February 2019 results. Further monitoring/evaluation will be necessary to determine a potential cause and significance of the exceedances. This data, tabulated below, will be included in the February 2019 Semi-annual Water Quality and Landfill Gas Monitoring Report that will be submitted to NCDEQ. Monitoring Well/ Sample ID Date Groundwater Standard 1,4-dioxane Concentration MW-3 2/25/2019 3 3.1 FD-1* (MW-3) 2/25/2019 3 3.4 M W -4 2/25/2019 3 3.6 Notes: * - FD-1 is a duplicate sample collected with MW-3. Concentrations are in micrograms per liter (p /L).
