Active, Life of Site Permit, Issued February 20, 2017. Combined with 2803-CDLF-1995.
PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:
None
OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 – This un-announced Comprehensive Facility Compliance Inspection was conducted to see this facility after a
pressure washer has been in use on the daily cleaning. 02 – Tipping floor was for the most part clean.
03 – There was old trash left behind the West push wall. Pictures attached.
04 – The interior walls, I-beams and fans are in need of cleaning. Pictures attached. 05 – Wind Blown trash is being done on a daily schedule. There is still some improvement needed to finish picking up the small trash outside of the chain link fence.
06 – Certified Transfer Station Operation Specialist are: Kelvin Wrighton, expires 11/05/2021 and Mike Chesson, expires 05/18/2021.
07 – Screening records are in need of updating.
08 – Roads for this facility are made of all-weather construction. 09 – Leachate drains in the trailer loading bay appear to be functioning well today.
10 – Trailer loading area looks good today.
11 – No trailers were leaking during this inspection. 12 – White goods are stored upright until the CFC has been removed.
13 – Scrap metal pile is not excessive.
14 – Facility has required signage. 15 – Incoming load tickets have required information. Kept at the scale house.
16 – Overall management of this facility is getting better. Needs just a bit of fine tuning to address issues noted on this inspection report. 17 – All items on this inspection report were discussed with participants listed on this report.
18 – Digital pictures were taken during this inspection and several are attached.
