On February 13, 2019, Hoke County requested an approval of changing the service area of the Hoke County Land Clearing and Inert Debris Landfill (LCIDLF), Permit No. 47A-LCID-1996. The proposed new service areas of the LCIDLF will include Hoke County and Cumberland County which are the same ones for the Hoke County MSWLF Transfer Station, Permit No. 4702-Transfer-1994. The Solid Waste Section (SWS) approves Hoke County’s request. The decision is based on the fact that the above-mentioned two solid waste management facilities are located inside the 60-acre Hoke County Landfill Facility; egress and ingress traffic carrying waste streams or recyclables are going through the same scale house and front gate of the landfill facility. Please place this approval to the landfill operating record. The SWS issues this approval via an e-mail message in lieu of issuing a new permit approval to operate (PTO) for the Hoke County LCIDLF because the current permit will expire on July 11, 2023. Please incorporate this approved service areas into the new permit application when the permit renewal time comes. Please contact myself if you have any permit related issues or questions. This is because the service area for the LCIDLF Ming-Tai, Chao Environmental Engineer, Solid Waste Section Division of Waste Management North Carolina Department of Environmental Quality 919.707-8251 (Office) Ming.Chao@ncdenr.gov 2 is Hoke County only and the application for the transfer station fails to clarify/define the service area at all [see the attached comment No. 3 (FID 1261107)] dated 12/05/2018. Upon receiving the responses to the comments for the transfer station application, then the Solid Waste Section can make a final permit decision for your request of increase the LCIDLF service area. Ming verified that the Hoke Co. only needs to send an email asking to change the service are of the LCID to match that of the transfer station. The County will be able to be more restrictive and does not have to accept LCID material from the entire listed service area listed in the permit.
