The permit renewal application for this facility has been submitted and is under Section review. PURPOSE OF SITE VISIT: Partial Facility Inspection. STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Facility access was controlled, and proper signage was displayed at the facility entrance. 2. The Permit to Operate (PTO), Operations Plan, and all necessary records were available for review. 3. During this inspection, the permit renewal was discussed with Mr. Randall Thomas, Public Works Director — McDowell County. Mr. Riddle (Section) and Mr. Thomas also discussed the construction of the hotel west of the facility and its associated entrance below the site's White Goods and Scrap Metals area. 4. During this inspection, the MSW tipping fee was $50 per ton. 5. The facility's operating hours are: Monday — Friday: 7:00 a.m. — 4:00 p.m.; and Saturday: 8:00 a.m. — 2:00 p.m. 6. Mr. Doug English became the Transfer Station Supervisor in August 2018. 8. Transfer Station Supervisor Weekly Duty List records were reviewed from January 18, 2019 through July 30, 2018. All reviewed Weekly Duty List records appeared to be maintained. 9. The facility purchased a John Deere 624L Wheel Loader since the last inspection. 10. Gateway Fire and Safety, located in Marion NC, performed maintenance on facility fire extinguishers in January 2019. 11. Waste screening records were reviewed from January 30, 2019, to August 31, 2018. Waste screening records appeared to be maintained. As discussed during this inspection, continue waste screening efforts at the facility per the approved Operations Plan. 12. Leachate is currently collected by Burgin & Son Septic Tank Service, located in Marion, NC, and delivered to the Marion wastewater treatment plant. Leachate collection records dated 1/4/19, 12/28/18, and 12/21/18 were reviewed during this inspection. 13. White Goods and Scrap Metals are accepted at the facility in a designated area west of the Scale House (photo #1). The facility utilizes a private contractor for White Goods and Scrap Metals removal/processing. White Goods and Scrap Metals were most recently removed by Biltmore Iron and Metal Company (BIMCO) personnel in August 2018. Chlorofluorocarbon (CFC) refrigerants were removed by BIMCO personnel. As discussed during this inspection, a hotel is under construction west of the facility. During construction of the hotel entrance, a slope was constructed below the White Goods/Scrap Metals area (photo #2). During construction of the slope and its associated bench, it appears some metals were inadvertently displaced in this area. As discussed during this inspection, general housekeeping efforts should be maintained in this area and all White Goods and/or Scran Metals should be collected and managed in their respective areas at the site. Southeastern view of newly constructed bench and slope below the White Goods/Scrap Metals collection area west of the Scale House. 14. The Yard Waste/Wood Grinding unit is in a designated area southwest of the transfer station. The facility accepts land clearing debris, yard waste, and clean, unpainted wood waste. Per the Operations Plan, a sub -contractor provides all the equipment and labor to process and transport the yard waste. McDowell County does not retain or sell any processed yard waste from this area. Riverside Stump Dump, Inc. most recently ground wood waste at the facility in September 2018. 15. As noted in email correspondence sent to the Section, the interior walls of the transfer station were cleaned in August 2018. As discussed during this inspection, the interior walls of the transfer station should continue to be maintained as necessary. The exterior walls of the transfer station were maintained. 16. In June 2018, a central portion of the tipping floor was repaired. On June 18, 2018, Mr. Thomas provided the Section an email photograph of the tipping floor repair work. As discussed during this inspection, continue to maintain the tipping floor as necessary. 17. The trailer storage area located east of the Scale House was maintained (photo #3). 3. Southwestern view of Scale House and trailer storage area. 18. Even though the region has experienced very windy conditions, minimal amounts of windblown litter were observed at the facility. As discussed during this inspection, the Transfer Station Supervisor ensures facility personnel collect any windblown litter daily. Continue all daily windblown litter collection and disposal efforts. 19. Vector control measures were maintained at the facility. 20. All photographs taken by Kris Riddle on January 31, 2019.
