Dear Mr. Falls:

The Division of Waste Management (DWM), Solid Waste Section (SWS) received the permit
amendment application for a five-year permit review (the Application) on May 30, 2014 (DIN
21154) and the revised portion of the Application on September 19, 2014 (DIN 21822) to
address the DWM comments. The application documents are compiled into a final application
document which is titled:

• C&D Landfill Permit Renewal Application, Oxford Landfill, Granville County, North
Carolina, Permit N0. 39-01. Prepared by Joyce Engineering, Inc. Dated May 2014 and
revised through September 19, 2014 (DIN 22367).

The SWS completed reviews of the Application according to the applicable Solid Waste
Management Rules (Rule), 15A NCAC 13B .0531 through .0544 and .0547, and the existing
permit conditions (DIN 8222) and determined no further comments at this time. Hereby, the
SWS approves the permit Application (DIN 22367) and issues Granville County a five-(5)-year
Permit to Operate (DIN 22365) which will expire on December 01, 2019.

Enclosed please find a hard copy of Permit to Operate. The electronic format of the approved
documents can be directly downloaded from the DWM’s web site at https://edm.nc.gov/DENR-
Portal/. Type in the Doc ID Number (only numeric number) in the boxed area next to the
“Description” in the “Property Criteria” area. Then click “Search” box. The document in
“pdf” format will appear on the lower section of the screen called “Content” area.
