John College – NCDEQ-DWM-SWS-FOB STATUS OF PERMIT: Active. Issued January 24, 2017. Life of Site Permit. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 01 - This permit issued on January 24, 2017, is a Life of Site Permit as defined in N.C.G.S. 130A-294(a2). Copies of this permit, the approved plans, and all records required to be maintained by the permittee must be maintained at the facility and made available to the Section upon request during normal business hours. 02 - The facility is permitted to receive solid waste generated within Chowan County, North Carolina. Waste transported for disposal shall be sent to the East Carolina Regional Landfill in Aulander (Permit No. 08-03). 03 - Interior road in constructed of all-weather material. 04 - Windblown materials are picked up multiple times during the day and checked at the end of the workday. 05 - The facility is secured by gates and fencing. 06 - Facility has signs posted with required information. 07 - Leachate appears to be contained at all times as it is draining into the sewer drain. 08 - Tipping floor is clean. 09 – This facility uses a compactor and is loaded thru the rear of transport trailers. 10 – Corey Gooden discussed with John College about this method was not filling the trailers full. 11 – This facility plans to modify loading operations by adding a loading pad outside to take waste off the tipping floor with a frontend loader to fully load the trailers. 12 – John College told Corey Gooden to contact Ethan Caldwell (DWM-SWS-Engineer) as to this modification may need to be approved by the Permitting Section. 13 – This facility also has a new Transfer Station Supervisor, Clarence Radkins. Clarence will be attending Transfer Station Training in May of 2019 to become a certified operator. 14 – Overall facility is operated well. 15 – Digital pictures were taken during this facility inspection.
