On December 12, 2018, the Solid Waste Section (SWS) received a letter proposal (FID 1261491) from Smith
Gardner, Inc. (S+G), on behalf of the City of High Point – Kersey Valley MSWLF (Permit No. 4104-MSWLF,
1991). The proposal requested the SWS approval of the following modification to the leachate management
system at the landfill facility:
1. Leachate impoundment removal at Landfill Area 1 (Phases 1 through 3A).
2. Phase 3 sump improvements.

On January 17, 2019 S+G submitted the responses (FID 1276048) to the comments (FID 1261521) and the
requested supplemental documents including the Leachate Pond Removal Soil Investigation Plan dated January
14, 2019 (FID 1275820). After completing a review of the submittal, the SWS has no further questions of the
submitted documents at this time and approves this leachate pond removal and Phase 3 sump improvement
project. Upon completing the leachate pond removal, the City of High Point should submit the SWS a
laboratory analytical result report for the soil samples collected at locations underneath the leachate pond and
the narratives of any deviations from the approved proposal, as needed.
