(Golder) is submitting the enclosed letter report summarizing the installation of background groundwater monitoring wells MW-23 and MW-24 at the Hanes Mill Road Landfill as proposed in the Update on Addressing Inorganic Exceedances; Request to Install Additional Background Groundwater Monitoring Wells and approved by the North Carolina (NC) Department of Environmental Quality (DEQ) on September 17, 2018. The groundwater monitoring wells were installed in accordance with the Title 15A of the North Carolina Administrative Code (NCAC), Subchapter 2C Section .0100 (the North Carolina Well Construction Standards). Between November 21 and 27, 2018, a Golder licensed geologist provided oversight for the installation of groundwater monitoring wells MW-23 and MW-24. The monitoring wells were installed by South Atlantic Environmental Drilling and Construction Company, Inc. (SAEDACCO) of Fort Mill, South Carolina, a NC -licensed driller. The drilling equipment consisted of a Diedrich D-50 drilling rig utilizing 4.25-inch inner diameter (ID) hollow stem augers (HSAs). The boring for MW-23 was advanced with HSAs to a depth of approximately 42 feet below ground surface (bgs). The monitoring well was constructed with 2-inch schedule 40 polyvinyl -chloride (PVC) screen and riser pipe. The 0.010-inch slotted screen was installed from approximately 32 to 42 feet bgs. The filter pack consisted of Driller Service Inc. (DSI) #2 sand from approximately 30 to 42 feet bgs. A filter pack seal was installed from approximately 28 to 30 feet bgs and consisted of 3/8-inch bentonite chips. The remaining annular space was backfilled with Type I Portland cement. The boring for MW-24 was advanced with HSAs to a depth of approximately 15 feet bgs. The monitoring well was constructed with 2-inch schedule 40 PVC screen and riser pipe. The 0.010-inch slotted screen was installed from approximately 5 to 15 feet bgs. The filter pack consisted of DSI #2 sand from approximately 4 to 15 feet bgs. The remaining annular space was backfilled with Type I Portland cement. The surface completions for these two wells consist of lockable aluminum protective casings, engraved tags, and 3-foot by 3-foot by 0.5-foot concrete aprons. The boring / well construction logs and Form GW 1 Rev. 8/13 are provided as Attachment A. The monitoring well construction data are summarized on Table 1. The wells were developed on December 14, 17, and 19, 2018. Water was purged from the wells until field parameters stabilized and/or relatively sediment -free water was obtained. Well MW-23 was developed utilizing the combination of a QED Well Wizard° well development pump and a rigid, dedicated bailer due to the low yield of the well. Monitoring well MW-23 was developed for approximately 4 hours and approximately 67 gallons of water were removed to achieve a turbidity of less than 200 nephelometric turbidity units (NTUs). Samples with turbidity measurements of less than 10 NTU were collected on December 21, 2018. Well MW-24 was developed utilizing a QED Well Wizard° well development pump. Monitoring well MW-24 was developed for approximately 5.75 hours and approximately 200 gallons of water were removed to achieve a turbidity of less than 50 NTUs. The well development forms are provided as Attachment B. The monitoring wells were surveyed by Regional Land Surveyors, Inc. on December 13, 2018, a NC -licensed surveyor. A sealed survey data table is provided as Attachment C. The locations of the replacement monitoring wells are shown on Drawing 1.
