HomeMy WebLinkAbout4205T-Leachate Release Assessment Review Letter December 13, 2018 Sent Via Email – Christopher.williams@wasteindustries.com Christopher Williams, General Manager Waste Industries, LLC 2211 Highway 301 Halifax, NC 27839 Re: Leachate Release Assessment Waste Industries – Weldon Transfer Station Permit #: 4205T-Transfer-1997 Dear Mr. Williams: The Solid Waste Section (Section) has reviewed the Leachate Release Sampling Results/Compliance Certification (FID 1261356) submitted on behalf of Waste Industries by Smith + Gardner, Inc. (S+G). The report was submitted after the leachate release assessment was completed in accordance with the approved plan (FID 1261355). The sampling plan was submitted in response to a Notice of Violation (NOV) issued by the Section on September 18, 2018. The NOV was issued after leachate was observed dripping out of a waste trailer and flowing from the transfer trailers parking area (eastern part of property along the fence) through the fence-line and into the ditch flowing north. Following DEQ’s site inspection, Waste Industries personnel removed and properly disposed of up to 18 inches of soil/gravel in the trailer parking area and ditch to the northeast of the transfer building. Subsequent to excavation activities, S+G collected confirmation soil samples within the excavation area and discreet soil samples along the storm water ditch. Background soil samples were also collected to evaluate the presence of naturally occurring constituents. Soil samples were analyzed for the Appendix I (40 CFR 258 Appendix I) list of constituents, including volatile organic compounds (VOCs) and Total Metals, and ph. Upon review of the analytical results, the Section concurs with S+G’s conclusions and recommendations as presented in the report. Waste Industries is not required to conduct additional assessment related to this leachate release identified on September 5, 2018.
