PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection without records review. STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This Facility is a Construction and Demolition (C&D) Waste Treatment and Processing (T&P) Facility and a Temporary Disaster Debris Staging Site (TDDSS). 2) This Facility is recorded with the Jones County Register of Deeds at: Book 351; Page 256. 3) This Facility is permitted to receive Construction & Demolition (C&D) Solid Waste as defined in NCGS 130A-290 (a)(4). 4) This Facility must not accept hazardous waste, liquid waste, regulated medical waste, sharps not properly packaged, regulated asbestos containing material as defined in 40 CFR 61, or PCB wasted as defined in 40 CFR 761. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 5202_INSP_20181127 Page 2 of 2 5) This Facility is permitted to receive C&D waste generated within Jones, Craven, Carteret, Onslow, Duplin, and Lenoir Counties. 6) All screened residual waste is transported for disposal to the Maysville Construction and Demolition Debris Landfill, permit #52-03 in Jones County. 7) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, and the emergency contact number is posted at the entrance to the Facility scales. 8) The hours of operation for this Facility are 7:30 AM to 5:30 PM Monday through Friday. 9) This Facility is permitted to receive up to 400 tons of C&D waste per day for processing. 10) The Facility access road is of all-weather construction and is being well maintained at this time. 11) The area around the Facility was generally stable with no areas of erosion observed during this Facility Compliance Inspection. 12) Erosion control measures were in place and appear to be functioning properly. No off-site erosion was observed during this Facility Compliance Inspection. 13) Windblown materials are collected throughout the day and returned to the waste processing area. Windblown debris is well managed and no windblown debris was observed leaving the Facility during this Facility Compliance Inspection. 14) The processing plant was in operation during this Facility Compliance Inspection. 15) All incoming waste is deposited onto the tipping floor for processing. 16) All waste sorting activities are being conducted within the Treatment & Processing Facility. 17) The waste type was reviewed during this Facility Compliance Inspection. The waste type was Construction and Demolition and no unpermitted materials were observed during this Facility Compliance Inspection. 18) Recyclable plastic and vinyl materials are staged for bailing and recycling. 19) Clean wood waste and vegetative debris has been stockpiled on-site for grinding and transport for use as boiler fuel or mulch. 20) Ground vegetative materials are either dyed on-site and sold as mulch or used as absorptive sock material sold for erosion control. 21) Grinding operations were underway during this Facility Compliance Inspection. 22) Waste concrete, block, and brick has been brought on-site and staged for crushing and re-use. 23) A large volume of Demolition debris generated during Hurricane Florence is staged on-site. *Please continue working to process this waste stream in a timely manner. 24) Recyclable metals are stored on-site in roll-off containers for transport to the metal recycling Facility. A large volume of recyclable metals is currently being staged on-site in a pile. *Please transport this waste stream to the metal recycling Facility as soon as possible. 25) *Corrective measures are required as a result of this Facility Compliance Inspection.
