All photos were taken by Lee Hill on December 5, 2018. 2. The facility is open to the public Monday through Friday 7:30am to 4:00pm and Saturday 7:30am to 12:00pm. Operations Inspection of the MSWLF Unit (2002-MSWLF-1998) 3. Windblown litter was minimal and was well managed at the time of inspection. 4. The access road was constructed of all-weather material and was in good condition. 5. The facility is currently filling in the northeast area of phases 3 and 4. 6. The working face was small, compact and no unapproved material was observed at the time of inspection. 7. Good vegetative cover was established on most of the landfill side slopes. Facility staff had recently repaired rill erosion on the southwestern slopes and the seeding contractor was on site hydroseeding the repaired areas. 8. Slope drains are being utilized to control storm water runoff from the top of the landfill. It is recommended that slope drains are extended to the base of the grade to prevent erosion of the slopes from occurring. 9. Edge of waste markers constructed of white PVC pipe with an orange top are installed around the footprint of the landfill. 10. A possible leachate seep was observed at the toe of the southeast slope; however, there was no evidence of leachate leaving the liner. Please monitor the area and make any repairs necessary to prevent leachate from leaving the liner. 11. The leachate lagoon is located to the northeast of the landfill and is connected to the Town of Andrews Sanitary Sewer System. The facility had drawn down the leachate level to a minimum amount on November 30, 2018 to inspect the liner. No visual deficiencies were noted at the time of inspection. Other Comments 12. The facility collects leaves and grass clippings across from the leachate lagoon. When the material reaches 131o F for three consecutive days it is taken to the county farm to be used as a soil amendment. 13. The facility accepts limbs, brush, trees, and stumps for grinding to the north of the landfill unit. No unapproved material was observed in the grinding area at the time of inspection. 14. White goods containing refrigerants are collected and stored on a concrete pad located to the northeast of the scale house. Units with refrigerant were observed to be standing upright. Units are marked with a X when the refrigerant is extracted. Scrap metal and white goods are sent to Regional Disposal and Metals in Murphy, NC for recycling. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
