Combined with 2805T-Transfer-1996 PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 01 - The facility has proper signage and is secured by locking gates. 02 - The working face of the CDLF is kept to a small area. Stockpiled cover material is currently kept on the working face of cell #5 so cover can be added quickly if needed. 03 - Cell #4 is currently using approved mulch to control erosion and enhance vegetative growth. 04 - Roads are made of all-weather construction and maintained well. 05 - All groundwater wells accessed were locked and have ID tags on the well casings. 06 - There is a small amount of uncovered C&D waste in need of covering on top of several cells and the cell #5 haul road. All Waste MUST be covered weekly at a minimum. 07 - The inert debris area is looking good. Just a bit more sorting to be completed. 08 - No unpermitted waste was noted during this facility inspection 09 - No records were reviewed during this Partial Facility Compliance Inspection. 10 - There will be a Comprehensive Facility Compliance Inspection conducted in the first six months of 2019 where ALL Records will be reviewed. 11 - Files now are stored in the scale house with ALL required records for review. 12 - White Goods / Scrap metal area is being managed very well. 13 - Dare County staff is removing the CFC from items containing CFC and marking them with a red X and then added them to the scrap metal pile. 14 - CFC containing items are kept upright until the CFC is removed. 15 – Overall management of this facility is good. 16 – Digital pictures were taken during this inspection.
