Assistant John College – NCDEQ-DWM-SWS STATUS OF PERMIT: Active. Issued November 25, 2014. The Permit to Operate shall expire July 17, 2024. Pursuant to Rule 15A NCAC 13B .020l(g), no later than January 19, 2024, the permittee must submit a request to the Section for permit renewal and must update pertinent facility plans including, but not limited to, the facility operation plan and waste screening plans. Pursuant to NCGS 130A-294(a2) and 15A NCAC 13B .0206(b), the Permit to Operate is subject to a limited review by July 17, 2019. No later than January 19, 2019, the permittee must submit a request to the Section for a limited permit review. A five-year limited review of a 10-yr permit includes review of the operations plan, closure plan, post-closure plan, financial assurance cost estimates, environmental monitoring plans, and any other applicable plans for the facility. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 01 - Permit limited review in Progress. 02 - This Facility has several Locking gates and fencing for security. 03 - Roads are constructed off all-weather materials and are maintained. 04 - Signage is posted and has required information. 05 - The Waste from this Transfer Station is permitted to be taken to The East Carolina Regional Landfill (08-03) and/or to Sampson County Disposal, LLC (82-02). 06 - Facility is permitted to receive waste from Edgecombe, Nash, Halifax, Wilson, Martin and Pitt Counties. 07 - This facility has 4 Certified Transfer Station Operations Specialist: Larry Moore: expires 05/25/19, Travis Hudson: expires 12/08/21, James Hucks, expires 05/25/19 and Gloria Mosely: expires 10/20/20. 08 - Screening of incoming loads are pre-screened at the scale house and screened on the tipping floor. 09 - Windblown trash was a minimal amount during this inspection conducted during working hours. 10 - Overall tipping floor area was being managed well. 11 - There is still a lack of empty trailers onsite. 5 fully loaded trailers onsite, un-tarped. Due to wet conditions, there was a backup at the MSWLF. Be sure not to get in a situation where you have waste on the tipping floor with no empty trailers at the end of the working day. 12 - No leaks noted during this inspection on the loaded trailers. 13 - Leachate tank area looked good. Tank last emptied November 13, 2018. 14 - Incoming load tickets are located at the scale house and were reviewed. Tickets had required information. 15 - Pesticide container building area managed good. 16 - Concrete disposal area managed good. 17 - White Goods/Scrap Metal area is being managed well. 18 - Land Clearing and Yard Waste area needs improvement. Due to equipment failure and wet weather this area has gotten behind. Need to work towards getting this area corrected ASAP. 19 - Digital pictures were taken during this facility inspection. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
