(Golder) is submitting this 14-Day Notification as required by North Carolina Solid Waste Management Regulation (NCSWMR) 15A North Carolina Administrative Code (NCAC) 13B .1633(c)(1). The 14-Day Notification of Groundwater Protection Standard Exceedance(s) form is included as Attachment 1. 1.0 14-DAY NOTIFICATION [15A NCAC 13B .1633(C)(1)] Table 1 (shown below) summarizes the NC Appendix I constituents that were detected at concentrations above their respective Solid Waste Section Limits (SWSLs) and NC 2L Groundwater Standards or Solid Waste Section Groundwater Protection Standards (GWPSs) during the first Semi-annual Water Quality Monitoring Event conducted at the Sampson County Closed MSW Landfill on May 9 - 10, 2017. Note that the previously proposed site-specific groundwater protection standards (GPSs) were included in our January 16, 2017, 14-Day Notification and Alternate Source Demonstration (ASD). Monitoring well MW-14A is an upgradient / background wells for the MSW landfill; therefore, the groundwater exceedance at that well is not evaluated further as the concentration is naturally occurring. Laboratory certificates of analysis are submitted under separate cover. The 14-Day Notification and ASD was submitted to the NC Department of Environmental Quality (DEQ) on January 16, 2017. The previously proposed site-specific GPSs that coincide with groundwater exceedances from the May 2017 event are provided above in Table 1. The groundwater exceedances reported in Table 1 that have previously proposed GPSs were reported at concentrations below their respective GPS. As allowed under 15A NCAC 13B .1633(C)(3), we have prepared an ASD in reference to the concentrations of chromium, lead, and nickel, which do not have previously proposed site-specific GPS. The Summary of Statistical Analysis (Attachment 2) summarizes the statistical methods and results used to determine appropriate background concentrations for chromium, lead, and nickel. The statistical analyses were completed using WQStat software in accordance with 40 CFR 258 and 15A NCAC 13B .1632(f) through (h). The statistical summary sheets generated during the statistical analysis are included with Attachment 2. Data from the closed MSW landfill’s three upgradient wells (MW-11, MW-14, and MW-14A) were used to perform inter-well statistical analysis to establish the background concentrations for these constituents. The concentrations of cobalt at MW-10 and MW-12 during this event are below the previously proposed GPSs, as presented in our January 16, 2017, 14-Day Notification and ASD. The original concentration of cobalt at MW-15 is above the previously proposed GPS. Statistically derived backgrounds were determined to establish GPS for chromium and nickel at MW-15 and lead at MW-13. The intra-well background statistical limits were established using non-parametric prediction limits as allowed under Title 15A NCAC 13B .1632 (g)(3) for lead at MW-13 and nickel at MW-15. Statistically significant increases over background were noted for cobalt and nickel at MW-15 and lead at MW-13. Verification sampling was performed on June 23, 2017, to confirm the original concentrations of cobalt and nickel at MW-15 and lead at MW-13. The results for the verification samples indicate that the lead, and nickel concentrations are estimated below the SWSLs and newly proposed statistical background limits; the cobalt concentration is estimated below the previously proposed site-specific GPS. Therefore, the original concentrations for the aforementioned constituents are considered suspect based on historical data. Also, dissolved metals concentrations were non-detect or estimated values lower than total values for cobalt, lead, and nickel during the verification event, which suggests that entrained sediment may bias total metals results high. The data indicate that the concentrations detected in the samples from the downgradient wells are likely naturally occurring as evidenced by field data collected from the site upgradient wells.
