Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS 1. Proper signage was observed at the entrance of the facility. 2. The facility is permitted to receive solid waste generated within Rowan County and out of county waste within the State of North Carolina. The facility receives waste from Cabarrus County, Davidson County, Davie County, Iredell County, Gaston County, Forsyth County, Stanley County, Mecklenburg County, Guilford County, Wake County, and Rowan County. 3. The facility accepts an average of 485 tons per day. Operational Inspection of the MSW Landfill Unit: 4. The facility is currently working in Phase 4. 5. No unacceptable waste streams were observed in the MSWLF. 6. Edge of waste markers were observed. 7. Working face was small and compact. 8. The facility utilizes synthetic tarps as daily cover and soil once a week. 9. All access roads maintained in good condition. 10. Facility staff was actively picking up windblown waste during the inspection. Mulching and Grinding (T&P area): 11. Pallets observed in this area. Several painted pallets observed had been separated to the front of the pile. Painted pallets are utilized at the Rowan County Processing Center to recycle electronics. 12. Material is ground twice a year. 13. Mulch is not distributed to the public. White Goods and Scrap Metal Collection Area: 14. Area is well maintained. 15. White goods are hand loaded into a large roll-off container which is transported by the contractor to their facility for CFC removal and recycling. The current contractor is Foils. Scrap metal is accumulated in this area for recycling also. Tire Collection Area: 16. Area is well maintained. 17. Scrap tire certifications are collected at the scale house and facility staff direct citizens to the tire collection area to unload tires into the trailer. The current contractor is US Tire located in Concord. 18. 365.03 tons were accepted for disposal during FY 2017-2018. Convenience Drop off Area: 19. Area is well maintained. 20. Area is set up for drop off of trash, recyclables, electronics, used motor oil, used motor oil filters and batteries. Records Review 21. The facility staff had the current permit and operations plan in their files. 22. Training records were reviewed. 23. Reviewed the 1st Semi-Annual groundwater monitoring dated February 2018. 24. Methane monitoring was being performed as required. Reviewed 3rd quarter 2017 and 4th quarter 2017, 1st quarter 2018 and 2nd quarter 2018. 25. Random inspection reports were reviewed. Facility staff perform two (2) per week. Reviewed records from January 9, 2018 to July 5, 2018. 26. Leachate is discharged by force main to the City of Salisbury WWTP. 27.
