STATUS OF PERMIT:
The Permit to Operate Iredell County MSWLF Phase 1-5 and Permit for Closure of the C&D Landfill was issued on
November 18, 2014. The permit expired July 30, 2018. The renewal application was received on March 5, 2018 and is
currently under review by the Permitting Branch.

ADDITIONAL COMMENTS
1. Proper signage was observed at the entrance of the facility.
2. The facility is permitted to receive solid waste generated within Iredell County.
3. The facility accepts an average 791 tons per day.

Operations Inspection of the MSW Landfill Unit:
4. The facility was currently working in Phase 5.
5. The landfill was actively receiving waste during the inspection. A load of tires had been delivered along with solid
waste in a load. The tires had been separated out for proper disposal. No other unacceptable waste was observed.
6. The working face was small and compact. Facility staff was applying soil during the inspection. Ensure all solid
waste is covered after each day of operation, with a compacted layer of at least six inches of suitable cover or as
specified by the Division.
7. The working face was small and compact.
8. Edge of liner markers were observed.
9. All access roads were in good condition.
10. Windblown waste was being collected during the inspection.

Operations inspection of the Bailer Facility:
11. The Iredell County Baler Facility (Permit #49-03-TP) has been incorporated into the Iredell County MSWLF Permit
#49-03.
12. The baler facility is used by the general public and small generators as a drop off area. Waste is dumped onto the
tipping floor and loaded into roll-off boxes to be hauled to the MSWLF.
13. Only recyclable material is bailed at the facility.
14. Periodic random inspections are conducted inside the baler facility.

Operations inspection of the White Goods Collection Area:
15. This area was well managed at the time of inspection.
16. White goods containing Freon are separated from other metals and stored in an upright manner.
17. Freon is extracted by Landfill staff.

Operations inspection of the Electronic and Paint Collection Area:
18. This area was well managed at the time of the inspection.
19. Latex paint collected in five (5) gallon containers is mixed with the Posi-Shell.

Operations inspection of the Tire Collection Area:
20. Three New River trailers were staged for the collection of tires.
21. A New River employee is on site Monday through Friday 8 am – 3 pm. Customers unload the tires onto the loading
dock and the New River employee laces the tires in the trailers.

Operations inspection of Mulching and Grinding/Yard Waste/Type 1 Small Composting Area:
22. This area was well managed at the time of the inspection.
23. Land clearing waste and pallets are kept separated from yard waste that is required to be composted.
24. Painted pallets are removed to be used in the electronic collection area.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

Operations inspection of the Asphalt Shingle Recycling Area:
25. The asphalt shingle recycling area was well managed at the time of the inspection.
26. At the time of the inspection there were 343.62 tons on-site.
27. Asphalt shingles are collected by Maymead Asphalt for recycling.

Records Review:
28. Reviewed permit, operations plan, training records, semi-annual groundwater, surface water and leachate
monitoring reports (August 2017 & February 2018), random inspection reports (2-3 per week), waste determination
records, leachate lagoon inspections, leachate discharge records, scrap tire certification records (176,598 tires
disposed) and shingle recycling records (tonnage and asbestos sampling).
29. Yard waste compost temperature records were reviewed and are being maintained in accordance with the rules.
30. The leachate lines are flushed once per year. The leachate lines are videoed every five (5) years. Leachate lines
were videoed August 2017 by Jetclean America.
31. Certified Operators are as followed:
Terence Boller – Certified Manager of Landfill Operations expires June 6, 2020.
Jamie Buzze – Certified Landfill Operator expires January 25, 2020.
Certified Technical Associate of Landfill Operations expires June 15, 2020.
David Lambert – Certified Manager of Landfill Operations expires May 7, 2019.

Rhyne Anderson – Certified Landfill Operator expires January 25, 2020.

Sherry H. Grinton – Certified Landfill Operations Specialist expires July 16, 2021.
Roger W. Eades – Certified Landfill Operations Specialist expires September 4, 2021.
Wesley Femister – Certified Landfill Operations Specialist expires March 12, 2019.
Timothy H. Marlow – Certified Landfill Operations Specialist expires September 12, 2019.
