The facility has a landfill gas collection and control (LFGCC) system installed on the closed 1991 section of the landfill. 2. The facility is secured by locked gate or can be accessed from the City of Raleigh, Yard Waste Recycling Facility (which is secured by a gate when not in operation). 3. Edge of waste markers have been installed. 4. The landfill cap is covered with native grasses and is mowed several times a year. The cover was in good condition at the time of the inspection. No significant bald spots were observed. 5. Continue to routinely inspect the landfill cap for any areas of settling and continue to repair and grade to ensure positive drainage of surface water off the closed landfill. 6. Semiannual water quality monitoring is being performed by URS Corporation. Monitoring was conducted September 27-29, 2017 and March 14- 15, 2018. Reports have been submitted to the Solid Waste Section. 7. AECOM has inspected methane extraction wells and made necessary repairs where needed. The area around some of the extraction wellswas intentionally left lower in elevation to facilitate removal of condensate that accumulates in thehorizontal/lateral gas extraction lines and to allow the condensate to drain into wells containing a pump for removal. AECOM uses a GEM-2000 to conduct monthly methane monitoring. Monitoring records were verified for January through June 2018. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
