The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS

1. The facility is permitted as a large Type 1 compost facility for the production of compost from leaves and yard
waste. The facility accepts clean wood waste, including unpainted and untreated wood and wood pallets and
land clearing debris.
2. The facility is limited to a total capacity of 45,000 tons of materials received per year for both compost and
wood waste processing. A permit modification is required in order to increase the capacity of the facility.
3. The wood waste collection and processing area is located on the paved area west of the scale house on the
northern portion of the site. The yard trash/composting area occupies the southern, unpaved portion of the site.
4. The facility was found to be clean and well-maintained. No windblown trash or litter was observed.
5. City staff were onsite performing mowing and storm drain maintenance at the time of this inspection. Mr.
Rickett stated that the heavy rains experienced over the past few months had made frequent cleaning of the
storm drains a necessity.
6. Internal roadways are of all-weather construction and in good condition. The scale house and wood waste
processing side of the facility is completely paved; the composting area is well-packed gravel that is maintained
to ensure that ponding water does not occur.
7. The facility is protected by a chain link fence that surrounds the property, and is secured by a locking gate that
serves as both the entrance and exit.
8. Proper signage was observed beside the gate at the entrance to the facility.
9. The paved portion of the facility is sloped to direct surface water to the storm water conveyance system. A large
swale, located between the wood waste area and the scale house, moves storm water to a grated drain at the
southern end of the swale. Surface water that doesn’t enter the swale is moved to a storm drain located on the
western side of the access roadway that leads to the compost area.
10. A roll-off container was staged at the southern end of the paved wood waste operations area for the collection of
any trash and unacceptable materials found in incoming loads.
11. No ponding water was observed at the facility, and no objectionable odors were detected.
12. All required buffers appeared to have been adhered to throughout the site.
13. All waste is weighed at the scale house, which is manned by city staff. Incoming waste is screened by the scale
house operator, who then directs the load to the appropriate area where facility staff can further assess the
material, assist with unloading, and remove any trash or unacceptable wastes before pushing the load up into the
stockpile.
14. As a result of a 2015 contract, the facility is being operated by Wallace Farms on behalf of the city. Wallace
Farms sub-contracts with Wrico, Inc. to handle the day-to-day operation of the site. Wrico’s responsibilities
include assisting customers, screening and separating incoming loads, removing and disposing of unacceptable
wastes, stockpiling ground materials and loading trailers.
15. All composting and wood processing operations are handled by Wallace Farms.
16. A small pile of yard waste was observed in the compost operations area. Mr. Rickett explained that this material
results from the collection of residential yard carts. He added that all incoming material is transported to
Wallace Farms for processing. Composting no longer occurs at the facility, so there are no temperature logs or
thermometer calibrations on file in the facility operating record.
17. The wood waste operations area is divided into two sections: clean wood waste, including pallets and
dimensional lumber; and, brush and land clearing debris. Large logs had been positioned to create stockpile
areas for these unprocessed materials. No unacceptable waste was observed in these stockpiles.
18. A grinder is stationed at the wood waste processing area, but grinding operations were not taking place during
this inspection. Mr. Rickett explained that, as grinding operations occur, processed wood waste is loaded into
transport trailers and hauled to the Wallace Farms facility in Davie County (permit #30-04) for further
processing.
19. The current Permit to Operate and approved Operations Plan were available at the scale house for review.
Tonnage records were provided by Mr. Rickett via email after the inspection. The most recent Facility Annual
Report indicated that a total of 8,459.42 tons of wood waste had been received at the facility during FY2017-18.
This is almost exactly the same tonnage as was reported in FY2016-17. For July 2018, records showed 573.64
tons of waste had been accepted at the facility.
