(CDM Smith), on behalf of Cumberland County (County), is submitting an electronic copy of the March 2017 semi-annual sampling event report. This letter report presents the results of the semi-annual sampling event that was recently completed at the Cumberland County Subtitle D Landfill and constitutes the first semi-annual sampling event for 2017. The current groundwater monitoring network consists of the following wells: MW-F, -I, -J, and background well -E Rep. Surface water sample locations include SW-4, -5, and -6, which also serve as monitoring locations for the closed Ann Street Landfill. Field activities and sampling results are discussed below. Field Activities Groundwater and surface water samples from the Cumberland County Subtitle D Landfill were collected on March 7-8, 2017. The groundwater samples were collected by use of a peristaltic pump using low-flow sampling techniques with the exception of samples collected from MW-E Rep. Samples were collected from MW-E Rep by use of a disposable, laboratory decontaminated polyethylene bailer. Monitoring well and surface water sampling locations are presented on Figure 1. Well construction details for each monitoring well are summarized in Table 1. Groundwater elevations were measured at each well prior to sampling and are presented in Table 2. These groundwater elevations were used to construct the potentiometric contours for this sampling event as shown on Figure 1. Note that the groundwater elevation from the former background monitoring well, Old MW-E, was used for the potentiometric surface interpretation. The groundwater elevations and potentiometric contours were used to estimate groundwater velocities at each well as presented in Table 3. After depth to groundwater was measured, water was purged from each well to provide fresh formation water within the well water column prior to sampling. Each well volume and surface water sample was measured for pH, conductivity, temperature, turbidity, dissolved oxygen, and Mr. Ervin Lane June 29, 2017 Page 2 oxidation-reduction potential using a YSI-556 multi-parameter water quality meter and a HANNA HI 98703 turbidity meter. The water quality parameters at the time of sampling are presented in Table 4. Sampling Results Environmental Conservation Laboratories, Inc. located in Cary, North Carolina, analyzed all samples for the North Carolina Appendix I volatile organic compounds (VOCs) and metals. VOCs were analyzed using U.S Environmental Protection Agency (EPA) Method 8260B and metals were analyzed using EPA Methods 6010D and 6020B. In accordance with Solid Waste Section (SWS) guidelines the analytical results were reported to the laboratory specific method detection limit (MDL) and are quantifiable at or below SWS Limits (SWSLs). All monitoring wells and surface water locations for the Subtitle D Landfill had detections of analytes above the laboratory specific MDL but below the SWSL. These detections were qualified with “J” flags, which indicate an estimated concentration. The following list indicates which analytes were detected above the laboratory MDL at each sampling location. No “J” flag detections are provided. Underlined analytes exceeded the 15A NCAC 02L .0202 (NC 2L) Groundwater Quality Standard, Groundwater Protection Standard, or the 15A NCAC 02B Surface Water Quality Standard for Class C Waters. A complete summary of all detected and estimated concentrations for the March 2011 through March 2017 sampling events is presented in Table 5. A temporary groundwater monitoring well (TW-1) and a temporary surface water sampling location (TSW- 1) were located within the Cells 6-8 expansion. TW-1 has been abandoned and TSW-1 is no longer sampled; however, the historical results are provided in Table 5. The laboratory analytical data reports are provided in Appendix A. The “J” flag constituents above the standards along with their location are listed below. Cobalt: MW-J, SW-4, and -6 Silver: SW-4 Thallium: MW-E Rep, -F, -I, and -J Vanadium: MW-E Rep, -I, and -J Quality assurance and quality control samples were analyzed for the March 2017 sampling event. A duplicate sample, labeled DUP, was collected from MW-I and had analyte concentrations similar to the primary sample, with the exception of an estimated nickel concentration in the duplicate sample. No analytes were detected above laboratory MDLs in the trip blank. Table 6 presents a summary of all parameters detected during the March 2017 sampling event that exceeded the NC 2L or Groundwater Protection Standards. CDM Smith, on behalf of the County, submitted the results of an Alternative Source Demonstration (ASD) for the site on November 8, 2016. The ASD was prepared in accordance with Solid Waste rule .1633(c)(3), to demonstrate that select metals exceeding the NC 2L Groundwater Standards detected in monitoring wells at the site are naturally occurring and not related to a release from the landfill. The ASD concluded that NC 2L exceedances of select inorganic compounds (arsenic, beryllium, chromium, cobalt, lead, thallium, and vanadium) in downgradient wells at the Subtitle D Landfill are not related to a release from the landfill, but are indicative of naturally occurring background concentrations of metals in groundwater. The next semi-annual sampling event will be completed in the fall of 2017. Landfill Gas Monitoring The approved landfill gas (LFG) monitoring network consists of the following wells: M-1, -2, -3, -4, -5, -6, -7, and -8 as shown on Figure 1. LFG monitoring wells M-7 and M-8 were installed at the compliance boundary in 2012 due to elevated concentrations in M-3 and M-5. Quarterly landfill gas monitoring of Mr. Ervin Lane June 29, 2017 Page 4 the Subtitle D Landfill was completed on March 9 and June 19, 2017, using either a GEM 2000 Plus or a GEM 5000 landfill gas analyzer. Hydrogen sulfide was not detected in any LFG monitoring wells, however methane was detected above the lower explosive limit (LEL) in LFG monitoring wells M-3 and M-5 during both events. The LEL was not exceeded in M-7 or M-8 during either event. Copies of the quarterly landfill gas monitoring results and GEM 5000 calibration data have been placed in the landfill operating record and are provided in Appendix B.
