Groundwater and surface water sampling was performed by Pace Analytical Services, LLC (Pace) and analytical testing was performed by Pace. The groundwater and surface water samples were analyzed for the Detection Monitoring parameters listed in 15A North Carolina Administrative Code (NCAC) 13B .0544(b)(1)(D), which included the constituents listed in Appendix I of 40 CFR Part 258 (15 heavy metals and 47 organics), mercury, chloride, manganese, sulfate, iron, specific conductance, pH, temperature, alkalinity, and total dissolved solids. In accordance with a North Carolina Department of Environmental Quality (NCDEQ) memorandum for C&D landfills dated June 25, 2010, tetrahydrofuran was also monitored for each of the samples collected. Included in Attachment A is a copy of the laboratory analytical report and field information forms. Assessment Monitoring Program A Groundwater Assessment Monitoring Work Plan was compiled in accordance with 15A NCAC 13B .0545, due to confirmed methylene chloride detections at MW-4 above the North Carolina 15A NCAC 2L Water Quality Standard of 5 ug/L during the Second Semi-Annual 2014 event. The Groundwater Monitoring Assessment Work Plan was submitted on March 9, 2015 by Jett Environmental Consulting and approved by NCDEQ in correspondence dated March 16, 2015. Well MW-5 was installed downgradient of MW-4 on March 25, 2015. The sampling activities associated with the Work Plan were completed during the May 2015 event. A summary of the May 2015 event data was provided to NCDEQ in correspondence dated July 27, 2015. No volatile organic compounds (VOCs) have been confirmed detected above NC Solid Waste Section Limits (SWSLs) or NC 2L Standards at MW-5. Per a March 8, 2016 NCDEQ letter, MW-4 was approved for abandonment and replaced with MW-5 in the groundwater monitoring program. The NCDEQ letter requested the site continue in Assessment Monitoring for the time being. Well MW-4 was abandoned on July 25, 2016, as documented in a Well Abandonment Report submitted to NCDEQ on August 12, 2016 by SCS Engineers. Groundwater Flow Rate & Direction The attached Figure 1 provides a potentiometric surface map utilizing water level data from the First Semi- Annual 2017 event. Groundwater flow direction for the First Semi-Annual 2017 event was generally to the northwest, consistent with past reports. 2      To calculate the average linear groundwater velocity, the hydraulic gradients were measured from the potentiometric surface map. The groundwater velocities are then calculated from the following equation: v = [ Ki/n ] * 365 where: v = groundwater flow velocity (ft/year) K = hydraulic conductivity (ft/day) i = hydraulic gradient (ft/ft) n = effective porosity (dimensionless) Based on information provided in the “Construction Plan Application” by S&ME, Inc. dated February 20, 1998, hydraulic conductivity measurements average 1.13 ft/day and the effective porosity measurements average 33%. During the First Semi-Annual 2017 event, the hydraulic gradient from the southeast to northwest portion of the site was estimated at 0.0231 ft/ft. Using the hydraulic conductivity of 1.13 ft/day, the effective porosity of 0.33, and a hydraulic gradient of 0.0231 ft/ft, the calculated groundwater velocity was 0.079 ft/day (29 ft/yr) for the First Semi-Annual 2017 event. Effectiveness of the Monitoring Systems The groundwater monitoring well network is designed to detect potential effects on groundwater from the facility. The designated upgradient monitoring well, MW-1, is positioned to monitor background groundwater quality for the facility. The remaining three wells (MW-2, MW-3, and MW-5) are positioned in the downgradient position around the base of the landfill footprint. Each of the wells was sampled during the First Semi-Annual 2017 event. The surface water monitoring network is designed to detect potential effects on surface water from the facility. The designated upgradient point, SW-1, is positioned to monitor background surface water quality for the facility. The designated downgradient point, SW-2, is positioned to monitor surface water quality downgradient from the landfill. Both surface water monitoring points were sampled during the First Semi-Annual 2017 event. Based on a review of well and surface water locations, groundwater flow directions, flow gradients, flow rates, and sampling availability, the present monitoring program is considered sufficient to monitor groundwater and surface water quality surrounding the facility. Monitoring Summary A summary of the inorganic results and organic detections for the First Semi-Annual 2017 event is available on Table 1. The following is a brief summary of the monitoring data from the First Semi-Annual 2017 event: Groundwater  The NC SWSL is the lowest amount of analyte in a sample that can be quantitatively determined with suitable precision and accuracy. The SWSL is the concentration below which reported analytical results must be qualified as estimated. No VOCs were detected at or above an SWSL during the First Semi- Annual 2017 event.  Two inorganic constituents were reported above the NC 2L Standards: total iron at MW-3 and MW-5; and total manganese at MW-2 and MW-5. 3      Total Iron and Manganese The First Semi-Annual 2017 total iron concentrations at MW-3 (1,540 ug/L) and MW-5 (5,200 ug/L) are consistent with the historical total iron concentrations at MW-3 (84.2 to 10,500 ug/L) and MW-5 (214 to 9,530 ug/L), respectively. The First Semi-Annual 2017 total manganese concentrations at MW-2 (81.7 ug/L) and MW-5 (1,140 ug/L) are consistent with the historical total manganese concentrations at MW-2 (5.2 to 113 ug/L) and MW-5 (763 to 1,080 ug/L), respectively. The total iron and total manganese concentrations in groundwater wells MW-2, MW-3, and MW-5 are not a change from historic results and appear to be attributable to naturally occurring conditions at the site and not related to the landfill. Surface Water  No VOCs were detected at or above an SWSL in surface water samples.  Two inorganic constituents were reported above the NC 2B Standards: total iron at SW-1 and SW-2; and total manganese at SW-1 and SW-2. Total Iron and Manganese SW-1 is located upgradient to the facility. The First Semi-Annual 2017 concentrations of total iron at SW-1 (2,170 ug/L) and downgradient SW-2 (1,280 ug/L) are is consistent with historical total iron concentrations at upgradient surface water point SW-1 (474 to 2,920 ug/L) and SW-2 (541 to 4,960 ug/L), respectively. The First Semi-Annual 2017 concentrations of total manganese at SW-1 (313 ug/L) and downgradient SW-2 (203 ug/L) are consistent with historical total manganese concentrations at upgradient surface water point SW-1 (97.3 to 674 ug/L) and SW-2 (128 to 801 ug/L), respectively. The total iron and total manganese concentrations in surface water appear to be attributable to a naturally occurring conditions in surface water quality and not related to the landfill. Assessment Activities Summary In order to delineate the extent of methylene chloride in the vicinity of MW-4, one additional well (MW-5) was installed downgradient of MW-4 in March 2015. Delineation well MW-5 allowed collection of groundwater samples in the direction of any potential migration. The only organic compounds that had been confirmed detected above SWSLs at MW-4 were methylene chloride, tetrahydrofuran, and trichlorofluoromethane. Methylene chloride and trichlorofluoromethane are commonly found in landfill gas (LFG). Since new downgradient well MW-5 indicated no confirmed VOCs at or above applicable NC SWSLs or NC 2L Standards (May and November 2015 events), then the extent of VOC impact had been considered defined on the landfill property by MW-5. Per a March 8, 2016 NCDEQ letter, MW- 4 was approved for abandonment and replaced with MW-5 in the groundwater monitoring program. Downgradient well MW-5 has continued to indicate no confirmed VOCs at or above applicable NC SWSLs or NC 2L Standards during the three subsequent semi-annual events in 2016 and 2017. 4      Recommendations On March 15, 2017, the site submitted an Alternate Source Demonstration (ASD) providing multiple lines of evidence to support a conclusion that the total iron and manganese concentrations are due to natural variation in groundwater quality and not attributable to the landfill, including:  Total iron and manganese have been reported as stable levels (not trending upward) at MW-2, MW-3, and MW-5.  The groundwater from wells MW-2, MW-3, and MW-5 are likely in close interaction with surface water from Forney Creek, and not as similar to groundwater quality as upgradient well MW-1.  Historically, total iron concentrations at MW-2, MW-3, and MW-5 are consistent with or less than total iron at upstream surface water point SW-1.  Historically, total manganese concentrations at MW-2 and MW-3 are consistent with or less than total manganese at upstream surface water point SW-1.  On the basis of major-ion geochemical data, water from the downgradient wells MW-2, MW-3, and MW- 5 fall within the same area grouping (water type) as upgradient well MW-1.  On the basis of major-ion geochemical data, water quality is very similar between the 1999 piper/stiff diagrams and the 2015 piper/stiff diagrams for the downgradient wells (i.e. no changes in water type for at least 16 years).  No Appendix II constituents were detected at MW-5 which are not also on the Appendix I list of constituents.  No VOCs are currently detected at quantifiable levels at MW-2, MW-3, and MW-5.  All data indicates natural variability and not concentrations attributable to a landfill impact. Based upon the available data presented in the ASD, it was concluded the iron/manganese NC 2L exceedances were attributable natural variation and not due to landfill constituent migration. As allowed in 15A NCAC 13B .0544(b)(1)(I), an exceedance resulting from a natural variation in groundwater quality and a source other than the landfill should allow the site to revert to a Detection Monitoring Program. The ASD is currently under DEQ review. Since no VOCs have been detected above an SWSL or 2L Standard at the groundwater monitoring wells or surface water samples for at least the last 2.5 years (both semi-annual events in 2015/2016 and first semi- annual event in 2017) and no inorganic constituent concentrations appear landfill related (consistent with the ASD), the site again requests returning to a Detection Monitoring program. The next semi-annual sampling event is tentatively scheduled for November 2017.
