STATUS OF PERMIT: Original Permit to Construct (PTC) Cell 1, Phases 1-5 issued December 18, 2000 Original Permit to Operate (PTO) Cell 1, Phases 1-5 issued April 16, 2001 Permit Amendment PTC/PTO, Cell 2 Expansion issued December 19, 2006 Permit expired: April 16, 2011 Permit renewal application currently under review PURPOSE OF SITE VISIT: Partial Inspection STATUS OF PAST NOTED VIOLATIONS: NONE FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 OBSERVED VIOLATIONS: 15A NCAC 13B .0566 (9) Access roads shall be of all-weather construction and properly maintained. Access roads are of all-weather construction but vegetation has grown up over the road around the LCID and needs to be trimmed ADDITIONAL COMMENTS On July 16, 2018, Liz Patterson conducted an inspection of the Bryant Grading LCID Landfill located at 376 Spence Mill Road, Fuquay-Varina, NC 27526 in Harnett County. 1. The facility is a land clearing and inert debris (LCID) landfill. 2. Proper facility sign posted at the facility entrance showing the contact name and number in case of an emergency and the permit number. 3. The facility is properly secured with a locked gate. Personnel are on site during operating hours which are Monday to Friday from 7:30AM to 5:30 PM and Saturday from 8:00AM to 1:00 PM. 4. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated soil, inert debris, and asphalt. 5. The facility site plan, operations plan, and permit were not reviewed with the site attendant at this inspection due to copies not being maintained onsite. Please have a copy of the current facility site plan, operations plan, and permit onsite for future inspections. 6. Facility needs to be mowed to allow for proper inspection. 7. LCID has a defined working face. All areas of waste that were not part of the working face have been properly covered. Active area was not exceeding one acre maximum size. 8. Continue to restrict solid waste to the smallest area feasible and compact as densely as practical into cells. 9. A ready supply of soil is available for cover material. 10. Permanent waste boundary markers are installed and being maintained around the entire landfill for both active and inactive areas. 11. Trees need to be removed from the side slopes of landfill and drainage ditches cleaned out within 30 days. 12. Digital pictures were taken during the inspection. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Measures to bring the facility into compliance must be completed within 30 days of receipt of this report.
