I have attached the drawing Sheet 00G-01 and highlighted the area we will be moving the CAB storage and processing which is adjacent to the “white goods” collection area. -BMPs for E&S will be established around the new CAB stockpiles prior to soil disturbance activities from pushing the accumulated CAB piles. -We have finished grinding the existing CAB at the current location two weeks ago. Only a small amount of CAB has accumulated since then and will be relocated to the new CAB area. Yes, we don’t like wasting money, but then again we are city government! I appreciate that you inform us of changing the location of a waste operation. 2 Although this proposed activity does not require any permit action, I need you to answer the following questions for the sake of clarification. 1. According to the drawing Sheet 00G-01 (see attachment) of the approved permit application (DIN 28143), there are two locations labeled as “Possible Future CAB Area”- one is located on westside of Ziglar Road (Ziglar Road Property); the other one is adjacent to “white goods” collection area. To be clear, please inform us which area will be the new CAB area. You can circle the new CAB location on the attached drawing and send back to me. 2. If the new CAB will be inside the Ziglar Road Property (I was told it is a proposed borrow pit for the landfill operations), I do not think the existing erosion and sediment (E&S) permit for Phase 2 construction covers this area yet (correct me if I am wrong on this and send me the E&S permit). CAB shall not be stored at this area until the modified E&S permit is approved by NC Land Quality Section. The approved document must be placed in the facility operating record and forward to my attention. 3. If the CAB will be moved to the area adjacent to “white goods” collection area. I would think the existing E&S permit for the closed landfill units may cover this activity but BMPs for E&S must be established around the new CAB stockpiles. Because this area is very tight, I would suggest the City/County process/grind the CAB at the current location first for on-site drainage improvements or sale for profit first resulting in reduction of waste volume prior initiating waste relocation. After all, why waste money to move waste around inside landfill? Please contact me or Susan, if you have any question of waste management at your facility. Have a wonderful evening. Dear Susan, I wanted to keep you in the loop regarding our concrete, asphalt and brick (CAB) operations. Due to increased physical constraints from excavating cover soil near the existing CAB storage and processing area in Future Phase 3 of the landfill, we are planning on relocating the CAB area next week to the area labeled “Possible Future CAB Area” in the approved Permit Amendment 2017 (DIN 28143) Facility Plan drawing Sheet 00G-01. Initial activities will be confined to a less than an acre footprint, but will likely expand to approximately 2 acres as needed. HDR has been instructed to prepare an erosion control plan.
