(CDM Smith), on behalf of Onslow County (County), is submitting an electronic copy of the October 2017 semi-annual sampling event report. This letter report presents the results of the recently completed sampling event at the Onslow County Subtitle D Landfill (site) and constitutes the second semi-annual sampling event for 2017. The approved groundwater monitoring network consists of the following wells: MW-1, -1a, -2, -2a, -3, -4, -5, -6, -7, -8, -8a, and -9. Monitoring well MW-4a was not sampled during this event and will only be sampled if it is reinstated into the approved groundwater monitoring network. Monitoring well MW-9 was installed on December 19, 2016, as part of the Phase 4 expansion. Field activities, sampling, and landfill gas monitoring results are discussed below. Field Activities Groundwater samples from the Onslow County Subtitle D Landfill were collected on October 4-5, 2017. Groundwater samples from all wells were collected by use of disposable, laboratory decontaminated, bailers. Monitoring well locations are presented on Figure 1 and well construction details are provided in Table 1. Groundwater elevations were measured at each well prior to sampling and are presented in Table 2. These groundwater elevations were used to construct potentiometric contours for this sampling event as shown on Figure 1. The groundwater elevations and potentiometric contours were used to estimate groundwater velocities at each well and are presented in Table 3. After the depth to groundwater was determined, three well volumes of water were removed from each well prior to sampling to provide fresh formation water within the well water column. Each well volume was measured in the field for pH, conductivity, temperature, turbidity, dissolved oxygen, and oxidation-reduction potential using a YSI-556 multi-parameter water quality meter and a HANNA HI 98703 turbidity meter. Monitoring wells MW-6, -8, and -9 had elevated turbidity at the time of sample collection (i.e. turbidity greater than 10 Mr. Ervin Lane November 9, 2017 Page 2 Nephelometric Turbidity Units (NTUs)). Dissolved metal samples were collected from these wells as discussed below. Water quality parameters at the time of sampling are presented in Table 4. Sampling Results Environmental Conservation Laboratories, Inc., located in Cary, North Carolina, analyzed the groundwater samples for North Carolina Appendix I volatile organics and Appendix I metals. In accordance with Solid Waste Section guidelines the analytical results were reported to the laboratory specific method detection limit (MDL) and are quantifiable at or below the Solid Waste Section Limits (SWSLs). All monitoring wells for the Onslow County Subtitle D Landfill had detections of analytes above the MDL with a majority of the detections below the SWSL. These detections were qualified as estimated concentrations and are denoted as “J” flags throughout the laboratory report. The following list indicates analytes detected above the SWSL at each sampling location. “J” flag detections are not included. Underlined analytes exceeded the 15A NCAC 02L .0202 (NC 2L) Groundwater Quality Standard or Groundwater Protection Standard. A complete summary of all detected and estimated concentrations from April 2011 to October 2017 is presented in Table 5. The laboratory data report is provided in Appendix A. The “J” flag constituents above the standards along with the location are listed below: Cobalt: MW-2, -2a, -5, -6, -7, -8, and -9 Mr. Ervin Lane November 9, 2017 Page 4 Thallium: MW-1, -1a, -2, -2a, -3, -4, -5, -6, -7, -8, -8a, and -9 Vanadium: MW-1a, -2, -2a, -4, -5, -6, -7, -8, and -8a The equipment blank had estimated detections of chloroform, copper, and nickel below their respective NC 2L Standards. No analytes were detected in the trip blank. A duplicate sample, labeled DUP, was collected from MW-5. The duplicate sample had similar concentrations to the MW-5 sample, with the exceptions of estimated detections of nickel and acetone in the duplicate sample and estimated detections of chromium and lead in the parent sample. These estimated detections were below their respective NC 2L Standards. Table 6 presents a summary of all parameters detected during the October 2017 sampling event that exceeded the NC 2L or Groundwater Protection Standards. A summary of NC 2L, Groundwater Protection, and 15A NCAC 02B Surface Water Standard exceedances for the Subtitle D and Closed landfills is provided on Figure 2. CDM Smith, on behalf of the County, submitted the results of an Alternate Source Demonstration (ASD) for the site on November 8, 2016. The ASD was prepared in accordance with Solid Waste rule .1633(c)(3), to demonstrate that select metals exceeding the NC 2L or Groundwater Protection Standards detected in monitoring wells at the site are naturally occurring and not related to a release from the landfill. As part of the ASD, in order to determine if turbidity was a contributing factor to total reported metals, filtered samples were collected during the August 2016 sampling event and analyzed for dissolved metals. Based on the sampling results, standard metal exceedances were determined to be indicative of naturally occurring background concentrations as opposed to a release from the landfill. During the October 2017 sampling event, filtered metals samples were collected from monitoring wells MW-6, -8, and -9 due to elevated turbidity (i.e. greater than 10 NTUs). Total metals that exceeded the NC 2L or Groundwater Protection Standards from these wells were analyzed for dissolved metals. Below is a summary of the dissolved metals exceedances. All exceedances were reported as “J” flag detections. Cobalt: MW-6 and -9 Thallium: MW-6, -8, and -9 Vanadium: MW-6 Dissolved metal sample results are provided in Table 5. Based on qualitative and quantitative evaluation of current and historic groundwater sampling data, the NC 2L or Groundwater Protection Standard metal exceedances from the October 2017 sampling event were determined to be indicative of naturally occurring background concentrations as opposed to a release from the landfill. Onslow County will continue with the detection monitoring program. The next sampling event will take place during the spring of 2018. Mr. Ervin Lane November 9, 2017 Page 5 Landfill Gas Monitoring The approved landfill gas monitoring network consists of the following wells: M-1, -2, -3, -4, -5, -6, -7, and -8. Landfill gas well M-8 was installed on December 19, 2016, as part of the Phase 4 expansion. Site structures that are monitored on the property include the scale house, administration building, materials recycling facility, storage building, maintenance shop, vehicle maintenance facility, and leachate storage tanks. Quarterly landfill gas monitoring of the Subtitle D Landfill was completed on September 29 and October 19, 2017, using a GEM 5000 or GEM 2000 Plus landfill gas analyzer. No methane or hydrogen sulfide was detected in any monitoring wells or site structures during either event. Copies of the quarterly landfill gas monitoring results and GEM 5000 and 2000 Plus calibration data have been placed in the landfill operating record and are provided in Appendix B.
