Teresa Bradford, NCDEQ – Solid Waste Section STATUS OF PERMIT: A Permit to Operate Phases 1-14 was issued to Montgomery County (Owner) and Republic Services of North Carolina, LLC (Operator) d/b/a Uwharrie Regional Landfill on August 22, 2017. The Permit to Operate shall expire on May 22, 2020. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS 1. The facility consists of a MSWLF, yard waste treatment and processing area, scrap tire collection area, white goods area and a drop-off convenience area for residential waste. 2. The facility is permitted to receive solid waste generated within the State of North Carolina consistent with the 20-year Franchise Agreement) 3. Proper signage was observed at the entrance of the facility. 4. A gate was located at the entrance to the facility to prevent unauthorized access. Operations Inspection of the MSWLF: 5. The facility is currently working in Phase 4-Cell 14B. 6. The facility currently accepts approximately 1,500 tons of waste each operating day. 7. The facility utilizes one tipper. 8. The active working face was well controlled. 9. No unacceptable waste was observed. 10. Windblown litter was well controlled. 11. The facility is permitted to use Posi-Shell, petroleum contaminated soil, foundry sand and fabric tarps as alternative cover material. 12. Take measures to ensure that the Posi-Shell is adequately applied at the end of each operational day. The Posi-Shell should be reapplied when needed. Mr. Reynolds submitted photographs via e-mail to Section Staff on June 25, 2018, showing that the waste had been adequately covered with Posi-Shell on the date of the inspection. 13. Edge of waste markers were being maintained. 14. Access roads were well maintained. 15. A visual inspection of the two leachate tanks found that both tanks were being maintained properly. The leachate is discharged into the Town of Troy sanitary sewer system or pumped and hauled to a plant in Winston Salem, North Carolina. 16. Leachate recirculation is not being conducted at this time. Inspection of the Tire Collection Area: 17. Tires were being collected into multiple enclosed trailers. 18. This area was well managed. Inspection of the White Goods Area: 19. White goods that contain Chlorofluorocarbons were being stored in an upright condition. 20. This area was well managed. Inspection of the Yard Waste Area: 21. The area consisted of land clearing debris and wooden pallets. 22. No unacceptable material was observed. 23. The ground material is being used on the landfill. Records Review: 24. Reviewed the permit, operations plan, leachate collection and pumping system inspection, daily tank inspection, training records, waste determination records, random inspection records (3 per day), quarterly methane monitoring records, scrap tire certification records and petroleum contaminated soil monthly acceptance log. 25. Groundwater, surface water and leachate monitoring was conducted semi-annually. 26. All leachate lines were jet cleaned in 2015. 27. 683,871 gallons of leachate was discharged into the Town of Troy sanitary sewer system in May 2018. 221,960 gallons of leachate was pumped and hauled to a HOH in Winston Salem, North Carolina. 28.
