The facility consists of a municipal solid waste (MSW) landfill, a construction and demolition debris (C&D) landfill, a yard waste (YW) management operation, an uninhabitable mobile home processing operation (T&P), a postconsumer recycled asphalt shingles (PRAS) operation (T&P), and a Temporary Disaster Debris Staging Site (TDDSS). 2. The facility operates a source-separated recycled materials processing building. Segregated loads of recyclable materials: cardboard, paper, plastic, and metal is received [hauled-in] from Alamance County convenience centers. The recyclable material is baled and hauled-off site. 3. Mr. Patrone was informed that there was a fire at the [MSW landfill] facility by Richard Hill, Solid Waste Director - Alamance County Landfill, via voicemail message on Wednesday evening July 4, 2018. 4. Mr. Hill stated that the landfill working face had been on fire during the late afternoon of July 4th and that the fire was put-out by the fire department(s) in about three hours. Additionally, he stated that the landfill received heavy rains later that evening. 5. Mr. Patrone contacted Emily Ball, Assistant Solid Waste Director – Alamance County Landfill, during the morning of July 5, 2018 regarding the landfill fire. 6. Mr. Patrone arrived at the facility at 10:00 am on July 5th. 7. Ms. Ball stated that the cause of the fire is unknown [facility awaiting report from the fire department]. 8. The landfill is situated on property owned by Alamance County and is located well within the property boundary. 9. Ms. Ball stated that the working face was covered with a tarp (100’ x 100’) and the adjacent area was covered with Posi-Shell (200’ x 200’). It was stated that the tarp was ruined by the landfill fire. 10. Ms. Ball stated that the landfill fire burned MSW not covered with soil and that landfill compaction is estimated to be 1,980 lbs/yd3. 11. Ms. Ball stated that after the landfill fire was put out, later that evening, the landfill received 1.8 inches of rain. 12. Ms. Ball will submit the SWS Fire Occurrence Notification Form within the next few days. She is awaiting additional information from the fire department. 13. During the inspection, the landfill working face was small and appeared well compacted. The adjacent area was re-coated with Posi-Shell. 14. During the inspection, the landfill appeared maintained and facility operations appeared uninterrupted. 15. Ms. Ball stated that bare areas, including newly regraded areas, of the landfill cap will be sown with grass seed. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
