NOTES:

 Weatherspoon Steam Station began operations in 1949 and was retired in 2011. The ash basins stopped
receiving ash when the plant was retired.

 Basin ash trucked to beneficial reuse facilities in South Carolina began in 9/13/2017. More than
140,000 tons excavated for reuse as of May 2018. Completion of the project is expected by 2028.

 Trucks leaving the basin excavation go through a wheel wash to ensure that coal ash is not tracked out
of the basin. The wheel wash is graded so that water from washing the trucks goes back into the basin.

 Approximately 25 trucks per day haul ash to South Carolina. Each truck can make 2 trips per day and
each truck can carry up to 25 tons per trip. The weight of the ash is initially obtained by a scale on the
bucket loader. Trucks are weighed at a scale prior to leaving the facility.

 Coal ash is transported at a moisture of 20-30% to further reduce potential for dust and for better
manageability. All ash is transported covered.

 Excavation operations typically occur between 7am and 530pm.

 Ash that is mixed with vegetation (mainly phragmites which has deep root systems), is screened to
separate ash from vegetation. The vegetative portion with ash residue is landfilled at the Sampson
County Landfill. Approximately 90 truckloads went to the landfill between August 2017 and May 2018
each carrying around 10 tons of waste.

Excavation and screening activities

 Water trucks were actively controlling dust during the field visit.
