Pursuant to 130A-294(a2) and 15A NCAC 13B .0206(b), the Permit to Operate is subject to a limited review by July 28, 2020. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The facility is a permitted solid waste transfer facility. 2. The facility is permitted to receive solid waste generated within Union, Mecklenburg, Cabarrus, Anson and Stanly Counties in North Carolina and Lancaster, Chesterfield and York Counties in South Carolina. 3. All waste received must be transported for disposal to the BFI-Charlotte Motor Speedway Landfill V (Permit No. 1304-MSWLF-1992) or the Chambers Development Landfill (Permit No. 0403-MSWLF-2010). 4. The facility accepts approximately 350 tons of waste per day. 5. Proper signage was observed at the entrance of the facility. 6. Access to the site is secured by a gate and fencing surrounding the facility. Operations Inspection of the Transfer Facility: 7. Observed operations of the transfer facility. 8. No unacceptable waste streams were observed. 9. Take measures to ensure that all waste is removed from behind push walls. As discussed during the inspection, it is recommended that some mechanism be provided above the push walls to deflect waste and prevent it from being deposited behind the push wall. 10. The walls of the tipping floor and trailer loading bay need to be washed down to remove the accumulated dust. 11. The buildup of small pieces of paper and plastic waste that was observed in the grassed area on the south side of the entrance to the transfer facility needs to be removed. 12. The floor of the building is sloped to allow leachate from the tipping floor to drain into the trailer loading bay thru scupper holes in the lift-over wall. Sumps located in the trailer loading bay collect the leachate which is gravity fed to an oil water separator. The leachate discharges directly into the City of Monroe sewer system. Records Review: 13. Reviewed the permit, operations plan, training records and random load inspection records. 14. A review of the random load inspection records revealed that there were several nonconsecutive weeks with no inspections, but multiple inspections being conducted on subsequent weeks. Take measures to ensure that random load inspections are performed on at least one vehicle per week as outlined in Section 2.6 Waste Receiving and Inspection in the approved Operation Plan (DIN 22254). 15.
