(CEI) STATUS OF PERMIT: Permit To Operate (PTO) issued May 29, 2008 PTO issued February 17, 2014 Permit expires February 17, 2019 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS The facility is a municipal solid waste (MSW) transfer station owned by the City of Raleigh, operated by Wake County. The facility is permitted to receive municipal solid waste (MSW) from Wake County. Waste is transported to South Wake MSW Landfill (92-22) for disposal. The facility receives waste from contract haulers. It does not accept waste from the general public. As of July 1, 2013, daily facility management is performed by Custom Ecology Inc. (CEI). 1. The current permit was issued February 17, 2014. The permit expiration date is February 17, 2019. 2. The facility operating hours are Monday through Saturday from 6:00 am to 3:00 pm. 3. The facility site plan and operations plan were verified. Copies are kept onsite. The facility is permitted to receive municipal solid waste (MSW) from Wake County. Waste is transported to South Wake MSW Landfill (92-22) for disposal. The facility receives waste from contract haulers. It does not accept waste from the general public. 4. The facility normally receives an average of 1,000 tons of MSW a day depending on daily routes, seasonal variations, and operational status of nearby facilities. The facility only receives MSW for disposal. Material is not accepted for recycling or reuse. 6. Waste screening reports were verified for January 2, 2016 through February 22, 2016. The facility conducts screenings on 1 percent of loads received (or 1 per day). 7. Waste on the tipping floor was being well managed. 8. Brushes have been installed along the top of the pits to direct waste into transfer trailers below. Windblown waste and overflow of waste over the side of the trailers into the load-out bays has been significantly reduced. 9. Some windblown material was observed. Windblown material resulting from the operation is collected and properly disposed of at the conclusion of each day of operation. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Leachate generated by the facility is piped to the City of Raleigh Neuse River Wastewater Treatment Plant (WWTP). The leachate drains across both bay openings on the west and east-side of the transfer facility were expanded and new grates were installed. The system now has a grit separator and a flushing system to aid in preventing the system from becoming clogged. The leachate system appeared to be functioning well at the time of the inspection. 11. The facility has two 100 gpm fire hoses, one on each side of the tipping floor, and several heat detectors and fire extinguishers for fire control. The City of Raleigh fire department will address emergencies. 12. Transfer trailers are owned, operated, and hauled off-site by Custom Ecology Inc. (CEI). Waste received close to the closing time, after the time needed to haul to the South Wake MSW Landfill, is stored onsite until the next business day in leak-proof transfer trailers. No leaking from transfer trailers was observed at the time of the inspection. Please contact me if you have any questions or concerns regarding this inspection report.
