The facility is a municipal solid waste (MSW) transfer station owned by the City of Greensboro. 2. The facility is operated by City of Greensboro personnel. 3. Custom Ecology, Inc. (CEI) hauls MSW from the transfer station to the disposal facility. 4. The facility is open Monday through Friday 6:00 am to 6:00 pm and Saturday 7:00 am to 1:00 pm. 5. The facility permit, site plan, and operations plan were discussed. 6. The facility receives solid waste generated in Alamance, Caswell, Chatham, Davidson, Davie, Forsyth, Guilford, Montgomery, Randolph, Rockingham, and Stokes Counties. 7. Mr. Hennis stated that vehicle scale tests were conducted by the North Carolina Department of Agriculture & Consumer Services in July 2015. 9. A vehicle scale test was conducted by Carlton Scale on April 4, 2018 for all facility scales. Mr. Hennis stated that the four scales (inbound and outbound and the two load out bays) are tested quarterly. 10. The facility maintains records of the amount of MSW received. Records were observed for April 2017 through March 2018. The facility received an average of ~ 14,000 tons/month. 11. Municipal solid waste is hauled to the Great Oak Landfill (76-07) in Randleman, Randolph County. Per the facility permit, the facility must haul solid waste to a MSW landfill permitted to accept the waste type and whose service area includes the origin of the solid waste. 12. If the facility or disposal landfill is not able to accept MSW, the operations plan states that solid waste may be hauled to the City of Greensboro MSW Landfill – White Street Landfill (41-12) for disposal. 13. The facility annual report (FAR) was received by the SWS dated July 19, 2017. Tonnage received July 2016 through June 2017 is 205,503.59. The MSW was hauled to Great Oak Landfill and Uwharrie Environmental Regional Landfill. 14. During the inspection, there were two empty transfer trailers on site, one transfer trailer in the load out bay, and 10 tarped full transfer trailers. 15. The transfer trailers appeared to be in good condition. Per 15A NCAC 13B .0105(c)(7), “The vehicle or container shall be serviced, repaired, and cleaned to maintain sanitary conditions, to preserve the integrity of the door seal, to prevent the accumulation of mechanical fluids, dirt, and filth on the vehicle's exterior, and to prevent contamination of the environment by fluids.” 16. Mr. Hennis stated that full transfer trailers are commonly stored on site overnight and on weekends. 17. If leachate leaks from a stored transfer trailer a container shall be placed to capture it. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is required to conduct a waste screening on ~ 1 percent of commercial and industrial loads received. Records for August 2017, November 2017, and February 2018 were observed. 19. The facility tipping floor appeared to be in good condition. 20. The transfer station building appeared to be in good condition. 21. The facility has two load out bays with hoppers. 22. The facility operates two tamping machines. The tamping machines compact solid waste in the transfer trailers prior to the trailers being removed from the building. 23. The transfer station building has a tipping floor leachate trench drain that runs along the truck egress bay (trucks enter through a side bay door, unload onto the tipping floor, and exit through a second [larger] bay door) and leachate drains located at the entrance and exit of the two load out bays (total of four drains) and along the scale area of each load out bay. 24. The leachate drains appeared operational. 25. The leachate settling tank/oil-water separator was pumped out by EVO Corporation on March 16, 2018. Mr. Hennis stated that the leachate settling tank/oil-water separator is pumped out ~ quarterly. 26. Mr. Hennis stated that the facility has Vortex Drain Cleaning Services, Inc. jet clean the leachate lines prior to servicing by EVO Corporation. 27. Leachate from the facility flows into a settling tank and discharges to the City of Greensboro sanitary sewer. 28. The facility has an off-load area adjoining the tipping floor for resident drop-off. The resident off-load area is an extension of the building and tipping floor. It is covered and adjacent to the tipping floor leachate trench drain. 29. Windblown material shall be collected by the end of each workday. 30. Mr. Hennis stated that MSW fines that accumulate at the transfer station building ingress/egress areas are routinely swept/picked up. 31. The facility operations plan states that recyclables may be temporarily managed on up to 50 percent of the tipping floor if the City’s current recycling collection service is interrupted. 32. The facility does not accept scrap tires or whitegoods. 33. The City of Greensboro Fire Department can be contacted to address an emergency at the facility. 34. Mr. Hennis stated that the transfer station has ~ 26 fire extinguishers, including those in vehicles. 35. The facility is secured by a locked gate. Personnel are on site during operating hours. 36.
