Waste must only be deposited on a “tipping floor” or directly into a transfer container. Waste must not be stored on the “tipping floor” after operating hours. – RESOLVED FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 OBSERVED VIOLATIONS: NONE ADDITIONAL COMMENTS This facility is a solid waste transfer facility that is permitted to receive municipal solid waste, construction and demolition waste, inert debris, land-clearing debris, and asphalt. The following must not be accepted at this facility: hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, PCB waste, regulated- asbestos containing material, and wastes banned from disposal in North Carolina which also includes white goods, whole scrap tires, lead-acid batteries, computer equipment, and televisions. 1. The facility is operated by Republic Services of North Carolina, LLC with a subcontractor to operate transfer trailers and perform all transfer trailer loading. 2. A sign was posted at the facility entrance which listed all required information. The operating hours are 6:30am-4:00pm; Monday through Friday. A fence is installed along the perimeter of the facility to secure it during non-operating hours. The fence also limits offsite migration of windblown materials. 3. The permit and operations plan were readily available. The permit is for a dual use MSW and C&D transfer station. The Permit to Operate shall expire September 5, 2024. A limited review shall be conducted by the SWS by September 5, 2019. A request for permit review must be submitted by March 5, 2024. 4. This facility is permitted to receive solid waste generated within Wake, Johnston, Durham, Granville, Franklin, Nash, Harnett, Chatham, Lee and Orange counties. Outgoing MSW is transferred to either Upper Piedmont Regional Landfill in Roxboro, NC (73-04) or another facility listed in the permit. It is the transfer station’s responsibility to ensure that waste delivered to a final disposal facility originates from a county that is allowed by the disposal facility’s permit. 5. Records not reviewed during this inspection. 6. The facility segregates some materials for recycling. The facility is permitted to segregate the following materials for recycling: clean wood, pallets, cardboard, unpainted brick and block, concrete, metal, electronics, asphalt shingles, and curbside recyclables. The following are currently collected for recycling: metal and cardboard. 7. Lead-acid batteries are removed from the waste stream and stored in a secure container until they are properly recycled. Tires are removed and properly disposed of when they are observed on the tipping floor. 8. Leachate within the building is collected via floor drains both on the tipping floor and the trailer loading area. The drains lead to an oil/water separator and then to a connection to the City of Raleigh sanitary sewer system. The leachate system appeared to be functioning as designed at the time of the inspection. 9. Fire extinguishers are located at marked locations on the side pillars of the building and one more in the lower area. All extinguishers appeared to be fully charged and properly maintained 10. The walls of the transfer station were free of debris. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Windblown materials must be collected by the end of the day and no windblown material may be allowed to leave the facility boundary. 12. Digital pictures were taken during the inspection.
