HomeMy WebLinkAbout5601_MSWLF-1980_April2018 GWMR Review Letter_FID1088090 April 2, 2018 Sent via Email Randall Thomas Director of Public Works NC 226 South Marion, McDowell County, NC Re: February 2018 Groundwater Monitoring Event Report (dated 3/28/2018) McDowell County Landfill Solid Waste ID# 5601-MSWLF-1980 Dear Randall Thomas, The Solid Waste Section (Section) has received and reviewed the February 2018 Sampling Event Report for the above-referenced site. Groundwater samples collected at the site reported constituent concentrations of Benzene, Vinyl Chloride 1,4-Dichlorobenzene, Barium, Cobalt, Thallium, and Vanadium in excess of applicable 15A NCAC 2L Groundwater Standards. As specified in the closure letter dated December 13, 1995 under the post closure permit condition #8. a, Groundwater quality at this facility is subject to the “Classification and Water Quality Standards Applicable to the Groundwater of North Carolina,” 15A NCAC 2L. This includes, but is not limited to, the provisions for detection monitoring, assessment, and corrective action.” Given the observed groundwater exceedance, McDowell County is subject to the corrective action requirements in accordance with 15A NCAC 02L.0106 and shall initially submit a Plan to assess the cause, significance, and extent of the contamination pursuant to 15A NCAC 02L .0106 (g) to determine: • The source and cause of contamination; • Any imminent hazards to public health and safety, as defined in G.S. 130A-2, and any actions taken to mitigate them in accordance with Paragraph (f) of this Rule; • All receptors and significant exposure pathways; • The horizontal and vertical extent of soil and groundwater contamination and all significant factors affecting contaminant transport; and • Geological and hydrogeological features influencing the movement, chemical, and physical character of the contaminants. The Section requests the submittal of an Assessment Plan to address the above items within 90 days upon receipt of this letter.
