Pursuant to 15A NCAC 13B .0201(g), no later than April 27, 2021, the owner or operator must submit a request to the Section for permit review and must submit updated facility plans meeting the requirements of Rule 0.565 and .0566. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS: 1 – Permit is recorded in the Edgecombe County Register of Deeds, Book 889, page 272-275. 2 – This facility is not open to the public. Barnhill Contracting is the only business using the landfill. 3 – The operating hours are 06:30 am to 06:30 pm. 4 – The access road is constructed of materials for any weather conditions and is in very good condition. 5 – Facility has access gates at the entry off Hwy. 97 and has a locked cable at the entrance of the landfill. 6 – The service area is Nash, Edgecombe and Halifax Counties. 7 – Boundary markers need to be better identified. Currently working on the side slopes to be able to survey the boundaries to reinstall markers. As to Permit – Attachment 2, # 7 - The permanent markers that accurately delineate the waste disposal boundary must be maintained. 8 – Cover on this facility is overall good. Seeding to take place soon. 9 – Facility has signage with required information. 10 – Facility has an adequate supply of cover material. 11 – Facility is receiving only LCID waste. 12 – Overall condition of this facility is good. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
