A complete permit review request including updated Facility, Operations, and Waste Screening plans is due on or before 3 August 2018. This permit application must comply with all rules and regulations in effect at the time of the application. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection without records review STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This is a Solid Waste Transfer Facility and is permitted to receive Solid Waste as defined in NCGS 130A- 290(a)(35). 2) Hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated asbestos containing material as defined in 40 CFR 61, PCB waste as defined in 40 CFR 761, infectious waste, animal carcasses, radioactive waste, septage, fluorescent and high-intensity discharged lamps, FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 1604T_INSP_20180206 Page 2 of 5 ashes/incinerated residues, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f) are prohibited from being accepted at this Facility. 3) This Facility is permitted to receive Municipal Solid Waste, Construction & Demolition Waste, Scrap Tires, and Yard Waste generated in Carteret, Craven, and Pamlico Counties. 4) All waste, with the exception of scrap tires, which are hauled directly to Central Carolina Tire, permit #43-04 in Cameron NC, is transported to the Coastal Environmental Partnership Subtitle-D Landfill, permit #25-09 in Tuscarora, Craven County, NC. 5) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, hours of operation, and the emergency contact number is posted at the facility entrance. 6) The hours of operation are Monday through Friday 7:30 AM to 4:30 PM and Saturday 7:30 AM to 12:00 PM. 7) The Facility is secured by means of a locked gate at the Facility entrance. 8) This Facility screens all incoming loads for unpermitted materials. Two random waste screenings are being recorded in a log book per week. 9) The Facility access road is of all-weather construction and is being maintained in overall good condition. 10) Scrap tires are collected throughout the week and placed into trailers for direct haul to the Tire Management Facility every Saturday after shutdown. 11) Yard waste is collected on site and staged for transport to the Coastal Environmental Partnership Compost Facility, permit #25-09, in Craven County for composting. 12) A large volume of yard waste was observed stored in the Yard Waste Management Area. *Plans need to be underway for the processing of the yard waste stored on-site. 13) Access around the Facility is generally stable; however, an area of erosion was observed on the north side of the transfer station and the grass cover on the eastern side of the transfer station appears to have thinned out and may not be adequate at preventing erosion. *Please repair all eroded areas by filling, grading, seeding, and mulching to establish a groundcover suitable to prevent erosion. Any areas of sparse cover should be seeded and mulched to establish a groundcover suitable to prevent erosion. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 1604T_INSP_20180206 Page 3 of 5 14) Overflow waste has been washed from the C&D loading area and has collected along the perimeter fence. *Please collect this material and dispose of it properly. The C&D loading a rea needs to be better policed. This area should, at a minimum, be cleaned of overflow waste at the end of each workday. 15) Windblown debris is collected and returned to the transfer station daily. *Please ensure that all windblown debris is collected and properly disposed at the end of each workday. 16) *The interior walls of the Facility are in need of cleaning. 17) The tipping floor was reviewed during this Facility Compliance Inspection. The tipping floor is currently well maintained and in good working order. 18) Waste received at the Facility is loaded into the transport trailers in a timely manner. 19) Recyclable metals and unacceptable waste streams are removed from the Facility daily. 20) There are four hose bibs in the transfer station for washdown and fire suppression. Two are located at the entrance to the tipping floor and two are located at the entrances to the trailer loading bay. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 1604T_INSP_20180206 Page 4 of 5 21) There are four fire extinguishers in the transfer station for fire suppression; two stationed at the entrance to the tipping floor, and two stationed at the entrances to the trailer loading bay. All four fire extinguishers read a full charge. 22) There are fire extinguishers stationed in each loader and yard tractor. 23) The trailer loading area is cleaned of any waste overflow as trailers are removed from the bays for transfer and at the end of the workday. 24) The leachate collection drain in the trailer loading area was observed to be free of debris and appears to be functioning properly. 25) *The area around the secondary scale needs to be better policed throughout the day for overflow and windblown debris. 26) This Facility maintains an adequate number of trailers on site to properly manage the volume of waste received during operating hours. 27) To assist in preventing windblown materials along the waste transfer route, a posi-shell application system has been installed adjacent to the Facility exit. A coating of posi-shell is sprayed down onto the waste contained in all outgoing transfer trailers from an overhead platform by Facility personnel on exit. 28) Leachate is collected on-site in an above ground storage tank and is pumped down and hauled for treatment as needed. *Please ensure the leachate collection/storage system is properly cleaned and maintained at all times.
