PURPOSE OF SITE VISIT: Partial Inspection – Shutdown Inspection STATUS OF PAST NOTED VIOLATIONS: 15A NCAC 13B .1626 (2)(a) Unresolved 15A NCAC 13B .1626 (2)(c) Unresolved 15A NCAC 13B .1626 (7)(c) Unresolved OBSERVED VIOLATIONS: No new violations observed. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS 2601-MSWLF-1997 1.The purpose of this inspection was to observe a facility shutdown. 2.Please, ensure the working face of MSW landfill is covered properly at the end of each working day. Cover must be an approved ACM or a minimum of 6 inches of soil. 3.Please be aware, that if an organic topsoil material is used to cover exposed waste the depth of that material will not be applicable to the depth of the intermediate or final cover. 4.Permanent changes to the landfill site shall be updated on the foot print drawing and submitted to Permitting for approval. 5.Ditches surrounding the MSWLF unit were being cleaned out and reworked at the time of this inspection. 6.Improvements to the sediment basin between the MSWLF and the CDLF were also being done during this inspection. 7.Cover applied to side slopes and the temporary access road looked very good. 8.Continue to make progress covering the remainder of the side slopes. 9.The edge of waste markers around the MSWLF were clearly visible. Looked very good. 2601-CDLF-1997 1.CDLF working face has moved to the cap over the Closed MSW. The certified cap is not being disturbed. 2.From what was seen, the over on top of CDLF cap looked stable and adequate. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
