Dear Mr. Lunsford,

The NC Solid Waste Section (Section) has completed a review of the letter titled Extension Request
dated February 2, 2018 (DIN 28738) and submitted on your behalf by Anchor QEA of North Carolina,
PLLC for the closed and unlined Madison County MSW Landfill, Solid Waste Permit Number 5802-
MSWLF-1981.

The letter was submitted in response to the January 26, 2018 Facility Compliance Inspection Report
that included a violation for landfill gas exceedances. The Inspection Report requires the County to
submit an updated Landfill Gas Monitoring Plan within 60 days of receipt of the Inspection Report.
Therefore, Madison County is requesting a 60 day extension to submit the updated Landfill Gas
Monitoring Plan.

As a result, the extension request is approved as described. Please submit the updated Landfill Gas
Monitoring Plan by May 25, 2018. If you have any questions or concerns regarding this letter, please
