Airy, NC 27030 Re: ASD Addendum Workplan/Timeline-Metals Surry County Subtitle D MSW Landfill Surry County Solid Waste Permit Number 8606-MSWLF-1998 DIN 28729 Dear Mr. Bledsoe: The Solid Waste Section (Section) has completed a review of the ASD Addendum Workplan/Timeline-Metals dated January 25, 2018 (DIN 28728) and submitted on behalf of Surry County by Municipal Engineering Services Company, P.A. for the Surry County Subtitle D MSW Landfill, Solid Waste Permit Number 8606-MSWLF-1998. The ASD Addendum Workplan/Timeline-Metals was submitted in response to Section letters dated August 8, 2016 (DIN 26557) and July 6, 2017 (DIN 28119) and in accordance with 15A NCAC 13B .1633. Surry County is requesting approval of a temporary monitoring schedule of two years to collect additional background samples with turbidity values less than 10 NTUs. The samples will be collected during other seasons to account for potential seasonality, and at other background locations designated as OW4- that are associated with the Hydrogeologic Design Study for Phase 4 of the Subtitle D MSW Landfill. Based upon the information provided within the ASD Addendum Workplan/Timeline-Metals, the Section approves the time extension and additional activities as described for the Subtitle D MSW Landfill. Please submit the ASD Addendum for this landfill in early 2020. The ASD Addendum for the adjacent Surry County Mt. Airy Closed C&D Over Closed MSW Landfill (under Permits 8602- MSWLF-1983 and 8602-CDLF-2001) should be submitted as a separate demonstration.
