Comprehensive Facility Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:

OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This is a Solid Waste Transfer Facility and is permitted to receive Solid Waste as defined in NCGS 130A-
290(a)(35).
2) Hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated
asbestos containing material as defined in 40 CFR 61, PCB waste as defined in 40 CFR 761, infectious waste,
animal carcasses, radioactive waste, septage, fluorescent and high-intensity discharged lamps,
ashes/incinerated residues, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f) are
prohibited from being accepted at this Facility.
3) This Facility is permitted as a Solid Waste Transfer Facility; all operations shall be in accordance with the

North Carolina Solid Waste Management Rules, 15A NCAC 13B; Article 9 of the Chapter 130A of the North
Carolina General Statutes.
4) This Facility may receive Solid Waste generated within Beaufort, Bertie, Craven, Chowan, Hyde, Martin,
Pamlico, Pitt, Tyrrell, and Washington Counties.
5) All received waste is transported to either the East Carolina MSW Landfill, permit #08-03 in Windsor, Bertie
County, NC; the Upper Piedmont Regional Landfill, permit #73-04, in Rougemont, Person County, NC; or
the Brunswick Waste Facility, permit #583 in Lawrenceville Virginia.
6) The certified operators for this Facility are as follows:
Barbara W James: SWANA Certified Transfer Station Operations Specialist (TS-2012111); expires
29 November 2018
Danny K Coward: SWANA Certified Transfer Station Operations Specialist (TS-2015068); expires
12 August 2018
7) Daily operations at this Facility are conducted by contract with Trio Legacy, LLC of Pantego, NC.
8) This Facility is currently receiving +/- 155 tons of waste per day.
9) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, hours
of operation, and the emergency contact number is posted at the Facility entrance.
10) The hours of operation are Monday through Friday 7:00 AM to 3:45 PM and Saturday 7:00 AM to 12:30 PM.
Three Holidays are observed: New Year’s Day, Thanksgiving Day, and Christmas Day.
11) The Facility access road is of all-weather construction and is being maintained in overall good condition.
12) The Facility is secured by means of a locked gate at the facility entrance. The gate was unlocked and open
upon my arrival.
13) Access around the Facility overall is generally stable and no areas of erosion that were noted during this
Facility Compliance Inspection.
14) This Facility maintains an adequate number of trailers on site to properly manage the volume of waste
received during operating hours.
15) The Facility is protected by highly visible, safety bollards at the entrance to the tipping floor, and at the trailer
loading bay entrance and exit.
16) Scrap tires are placed in a roll-off container for direct haul to the tire management facility.
17) A roll-off container is maintained on-site adjacent to the paved turnaround for scrap metal and white-goods
removed from the waste stream.
18) Windblown debris was observed accumulated along the perimeter fence. *Please ensure that all windblown
debris is collected at the end of each workday or more often if needed and properly disposed.

19) Waste has been collected from the trailer loading bay and dumped over the retaining wall. *This area is not to
be used for waste storage. All waste collected from the trailer loading bay should be placed on the tipping
floor or directly into the transfer trailers when cleaning out the trailer loading bay.
20) The trailer loading area is cleaned of any waste overflow at the end of each workday.
21) Leachate is collected on-site and stored in an underground tank which is pumped down and hauled for
treatment as needed.
22) There is one manhole present in the tipping floor for access to the leachate collection system and to provide
for additional drainage and collection as needed.
23) Leachate is restricted to the tipping floor and directed to the collection system by a small berm at the
entryway edge of the tipping floor.
24) *To ensure proper leachate management, please ensure the leachate collection drains in the trailer loading bay
are maintained clear of sedimentation and debris. Cleaning of the drains/grates should be conducted daily or
throughout the day as necessary.

25) The light on the leachate lift station was observed flashing. Facility staff indicated that the light stays on at all
times and that leachate sometimes backs-up in the trailer loading area for some time and is slow to pump
down. *To ensure the proper management of leachate generated at this Facility, please ensure all pumps and
the entire leachate lift station are adequately maintained and functioning properly.
26) The tipping floor is cleaned and washed down daily and appears well maintained at this time.
27) The concrete push walls are cleared of waste daily.
28) There are two hose-bibs, one located at the front corner of the Transfer Station and one located at the loading
bay exit for wash-down and fire suppression.
29) There are five fire extinguishers; three in the transfer station, one in the loader, and one in the yard dog, for
fire control.
30) The waste type was reviewed; no unpermitted wastes were noted during this Facility Compliance Inspection.
31) Waste received at the Facility is loaded into the transport trailers in a timely manner.
