The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is a Large, Type 1 Solid Waste Compost Facility.
2. Permit To Operate expires June 17, 2019. Request for permit review to be submitted no later than February 17, 2019
to the Solid Waste Section.
3. The facility is adequately secured by means of gate to prevent unauthorized entry.
4. Proper signage is maintained at the site entrance providing site information including the permit number and
emergency contact information.
5. Facility operating hours are Monday through Friday from 8:00AM to 5:00PM.
6. A responsible individual trained in facility operations is onsite during all operating hours.
7. Permit and records not reviewed at this inspection.
8. Leaves are collected year-round at curbside throughout the city by city trucks Leaves are brought to the facility at 601
N. Fifth Street where they are placed in windrows 6’ tall by 8’ wide. Temperature, moisture, and aeration of windrows
is strictly monitored for the next 5 to 7 months before distribution to the public.
9. Temperature records were not reviewed during the inspection. New windrows had just been started and temperatures
not taken yet. Temperatures are taken for three successive days to confirm temperatures of over 131 F prior to
compost being distributed to the public.
10. Compost processed at Type 1 facilities shall be maintained at or above 55 degrees Celsius (131 degrees F) for 3 days
and aerated to maintain elevated temperatures.
11. Limbs are collected year-round at curbside throughout the city by city trucks. Limbs are brought to the facility at 601
N. Fifth Street where they are stockpiled and a contractor is brought in to grind them. The material is stored until it is
sold for landscaping material.
12. There is at least a 25 foot access path around the site for fire control vehicles.
13. All setbacks are in place.
14. Stormwater runoff from the site is channeled through grass swales along drainage ways that existed prior to
development. The drainage ways are stable ditches and swales covered with well-established ground cover
containing only runoff. The facility does not discharge directly to waters of the state.
15. Any non-compostable material is disposed of in the public works dumpster which is disposed of by Waste
Management, Inc. No unacceptable waste types were noted during the inspection.
16. No windblown waste was observed during the inspection.
