Partial Facility Compliance Inspection

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS;
1 - The Permit was available for review, and was reviewed.
2 - The service area includes the following counties: Duplin, Edgecombe, Franklin, Greene, Halifax, Johnston, Lenoir,
Martin, Nash, Northampton, Pitt, Wake, Wayne, and Wilson Counties. Waste must be transported for disposal to either
Sampson Co. Permit No. 82-02 or Republic Services Bertie Permit No. 08-03.
3 - The operating hours are Monday thru Friday 7:00 AM to 4:00 PM.
4 - Facility has proper signage with required information per permit conditions.
5 - Waste screening is being conducted periodically and records kept in available 3 ring note book, screening records
were up to date and good. The Ops Plan specifies that each load be inspected by a spotter.
6 - Facility contracts with CEI for transportation of the MSW to permitted landfills listed above.
7 - CEI has now contracted to operate this Transfer Station with its own staff.
8 - The tipping floor was full in one bay due to the recent holidays and inclement weather in past weeks.
9 - It was noted that the leachate underdrains were full, from one end to the other end. This could present a
problem that leachate could drain outside the facility. This needs to be address ASAP to ensure compliance.
10 - The large leachate tank was empty. This leachate system was recently replaced to prevent issues and has been
working well on prior inspections.
11 - There is starting to be an issue with windblown trash on the facility footprint. This needs to addressed and it is
required to be picked up by the end of the business day and returned to the Transfer Station for proper disposal.
12 - The loaded trailer area had an issue with leaking trailers in the past but had been corrected. Troughs were
purchased to place behind trailers to capture any leachate that may occur. All but 1 has been destroyed. It appears
they have been run over. The only 1 left is being used as a trash can for windblown trash. This area needs to be
cleaned of all trash daily. It appeared that some leachate has been leaking onto the concrete pad. This will also
need to be address.
13 - This Facility Inspection was un-announced. There will be a follow-up UN-ANNOUNCED inspection conducted
due to the issues found during this inspection.
14 - Corrective action is needed in several areas of this facility from items listed above.
