PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:

OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS;
1 - This facility has a Life of Site Permit, issued on April 10, 2017. Facility is required to submit an annual facility report
on or before August 1 annually.
2 - This facility is permitted to receive Municipal Solid Waste as defined in N.C.G.S. 130A – 290 (a) (18a).
3 – Random Screenings of loads are conducted at the scales and on the tipping floor. Screening records are recorded and
up to date.
4 - This facility is secured by fences with locking gates.
5 - Signs are posted on the fence before the scales with all required information.
6 - Interior roadways are made of all-weather construction and maintained well.
7 - This facility has 4 Certified Transfer Station Operations Specialist. Operator Certifications include: Jeffrey L.
Morgan, expires 10/2019; Steve Pipkin expires 5/2019; David Styles expires 12/2020, Jacob R. Parker expires 5/2020.
8 - Copies of the permit and required records were available for review and were kept in good order. Need to have
approved plans available.
9 - This facility has 4 Certified Transfer Station Operations Specialist. Operator Certifications include: Jeffrey L.
Morgan, expires 10/2019; Oral Pittman, expires 11/2017; David Styles expires 12/2017, Jacob R. Parker expires 5/2017.
10 - Windblown trash was not an issue during this facility inspection. Was being picked up during this inspection.
11 - Tipping floor is kept cleaned.
12 - Leachate drains are kept cleaned out and are functioning good.
13 - Loaded trailer area looked good.
14 - Some maintenance is needed on Building. Metal is starting to erode and could allow for solid waste to escape.
15 - Overall facility appears to be managed well.

• South side of Tipping floor. Bottom of metal eroding across approx. 90% of wall.
• East side of Tipping floor with one section of wall needing to be secured.
