Facility Annual Notification Form must be submitted to the Solid Waste Section Compost and Land Application
Branch on or before 1 June 2018.
PURPOSE OF SITE VISIT:
Comprehensive Facility Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This Facility is a Yard Waste Facility Notification under two acres in size.
2) This Facility is permitted to receive:
a. Untreated and unpainted wood waste.
b. Silvicultural Waste as defined in 15A NCAC 13B .0101(41): Waste materials produced from the care
and cultivation of forest trees, including bark and woodchips.

c. Yard Trash as defined in 15A NCAC 13B .0101(55): Solid waste resulting from landscaping and yard
maintenance such as brush, grass, tree limbs, and similar vegetative material.
d. Yard Waste as defined in 15A NCAC 13B .0101(56): Yard trash and landclearing debris to include
stumps, limbs, leaves, grass.
3) This Facility can receive the aforementioned wastes for processing and storage in volumes not greater than
6,000 cubic yards per quarter.
4) The access road to the Facility is being managed properly at this time.
5) Signage is posted at the entrance to the Facility stating the Facility contact information and types of waste
received.
6) This site is secured by a locked gate at the Facility entrance and has controlled access for security.
7) The Facility access gate was open upon my arrival at the Facility and Mr Jeff King, the owner/operator of the
facility, was on-site during this Facility Compliance Inspection.
8) Roll off containers are maintained on site for the removal of any unpermitted wastes found on site and for the
collection of windblown materials. All unpermitted materials are hauled to the Onslow County Municipal
Solid Waste Landfill, permit #67-09 in Meadowview for final disposal.
9) Landclearing waste, yard trash, and clean wood debris have been brought on site for processing with a
grinder.
10) On-site waste was being sorted and screened upon my arrival at the site and throughout my inspection of the
Facility.
11) The waste types were reviewed. No unpermitted wastes or unacceptable waste streams were noted during this
Facility Compliance Inspection.
12) All yard waste and vegetative materials are ground/chipped using and Dynamic Manufacturing Conehead 535
chipper.
13) All ground wood chips are removed from the site and used as boiler fuel.
14) No grinding operations were underway during this Facility Compliance Inspection.
15) Clean fill and processed topsoil are staged on-site for reuse.

16) All marketable softwood timber is staged on-site until transferred to the wood processing facility for milling.
17) All marketable hardwoods brought on-site are cut, split, cured, and sold for firewood.
18) All waste setbacks and property buffers are being maintained as required.
19) Less than six thousand cubic yards of processed and unprocessed vegetative waste was observed on-site
during this Facility Compliance Inspection.
20) Windblown debris is being well managed at this time.
21) No off site erosion was observed during this Facility Compliance Inspection.
22) No violations were observed during this Facility Compliance Inspection.
