Renewal application shall be submitted no later than November 30, 2017. 4701-MSWLF-1981; Closed. 47A-LCID-1996; expired July 27, 2015, County states application was submitted to SWS Permitting Branch. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS 4702T-TRANSFER-1994 1. The tipping floor and trailer loading area was clean and well managed at the time of the inspection. The facility is cleaned daily per county staff. Looked very good. 2. White goods, scrap metal, scrap tires and electronics were being managed properly at the time of the inspection. 3. Windblown waste is very well managed. 4. Records reviewed included; tires, e-waste, white goods, and waste screenings. All records reviewed were up to date with the expectation of the permit status as noted above. 4701-MSWLF-1981 1. The closed MSW cap had been mowed since the previous inspection. 2. There areas where settlement has occurred, and water is ponded. Please, ensure these areas are bought up to grade and sloped to ensure waster does not pond over waste. 3. There are areas where trees are growing on the landfill cap. These trees should be mowed/removed, and the cap repaired. 4. Edge of waste markers have been installed since the previous inspection. 5. Groundwater monitoring wells have had new markers added and the wells are locked. 6. The Section recommends The County find a location, other than on top of the Closed MSW Landfill, to store surplus vehicles to avoid damaging the landfill cap and to prevent potential methane gas hazards. 47A-LCID-1996 1. The working face of the LCID area is less than one acre, please remember that the debris needs to be covered completely once a month or when the working face reaches one acre in size, whichever occurs first. 2. Yard waste and yard trash is being windrowed in the designated treatment and processing area. 3. Yard waste was being ground and hauled to 401 Sand for disposal at the time of the inspection. 4. The animal disposal area is covered daily. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
