The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS;
1 - Site is located behind the Bertie Co. Solid Waste Recycling Center on Charles Taylor Rd. (S.R. 1221).
2 - Facility is secured with a chain link fence and is locked. Minimal Signage but has some. See attached pictures.
3 - Facility has a paved road to the beginning of the actual landfill. The road around is a mixture of dirt and gravel. No
issues to get around this facility. Snow covered and melt at the time of this inspection.
4 - No Edge of Waste markers found. Will discuss this further with Barry Anderson when site map and other
information is found and ready for review in a few months. PDF memo dated May 29, 2009 emailed to Barry.
5 - Found 6 groundwater monitoring wells. All 6 wells were locked and tagged. 3 wells were missing information
required on tags. PDF memo dated March 23, 2017 emailed to Barry.
6 - Groundwater monitoring sampling is being done and sent to DWM. Last report was dated May 11, 2017.
7 - Overall cover on landfill was good. There are some small saplings that need removing before they get to big. One
large pine tree has fell on the South West side of the landfill on the toe of the landfill slope. Need to remove and backfill
root area with clay and topsoil to ensure no leachate issues occur.
8 - Some corrective action needs to be taken as a result of this inspection.
