This facility serves as the MSW transfer station for the City of Reidsville and accepts waste only from city trucks. 2. Waste received at the transfer station is transported directly to the Rockingham County MSWLF (Permit # 7904) for proper disposal. 3. The facility includes a convenience area for residents where televisions, computer equipment, used cooking oil, used motor oil and filters, and C&D waste are accepted. 4. The facility is surrounded by a chain link fence and secured with two locking gates. Proper signage was observed at the entry gate. 5. The entire facility was observed to be clean and well-maintained. No windblown litter was observed on the grounds. 6. Access roadways are paved, clean and in good condition. 7. The transfer facility is not located within a building; the hopper is open to the elements and is surrounded by a fence that limits access and prevents windblown litter. Trucks back up directly to the hopper to unload. 8. The hopper area was inspected as a truck was unloading. The hopper itself, as well as the surrounding area, was found to be clean, with no waste escaping the enclosure. 9. Each load of waste is visually inspected by the scale house operator as it is being dumped. If any questionable material is evident, it is removed for proper disposal and the remainder of the load is inspected prior to opening the hopper door and engaging the compactor below. 10. Random waste screenings take place once a week. The waste screening log for the period July 1, 2017 through January 3, 2018 was reviewed and found to be complete. Screening reports indicated the type and disposition of any unacceptable waste found. 11. The facility accepts an estimated 20 to 30 tons of MSW per operating day. A review of tonnage records indicated that 3,119.08 tons of waste were received at the facility from July 1 through December 31, 2017. 12. A transfer trailer was staged in the loading area, which is situated directly below the hopper. This partially loaded trailer and a second empty trailer were inspected and found to be in good condition, with no cracks, holes or rust evident that would allow waste to escape. 13. The trailer loading area and leachate collection system were inspected and found to be clean and in good condition. The trench drain that collects leachate in the loading area was observed to be clear. However, because temperatures had remained well below freezing for over a week, there was no evidence of liquid flowing to the drain during the inspection. 14. Leachate is piped from the trench drain to a settling pit and oil separator, then sent directly to the sanitary sewer for treatment. The City of Reidsville pumps out solids from the drains, settling pit and oil separator as needed. 15. A few pieces of windblown litter were observed under the partially filled trailer. Mr. French explained that facility staff generally police the loading area as trailers are swapped out, and more often during windy weather. He added that the facility is swept clean at the end of every operating day as well. 16. Fire extinguishers and water hoses were present in the scale house and in the trailer loading area. 17. The trailer loading area and surrounding convenience center are paved and well-maintained, and provide ample space for residents and transfer trailers to maneuver safely. 18. C&D waste is collected in a roll-off container and taken to the Rockingham County MSWLF (permit #7904) for disposal. Informational signage was posted to inform residents as to what materials are acceptable. 19. Televisions and computer equipment are collected and neatly stored under a small pole barn. Mr. French stated that most of the electronic waste accepted consists of televisions and CRT monitors. He explained that, when a load of material is accumulated, city staff transport it to the Rockingham County MSWLF for recycling. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Used cooking oil is collected in a plastic storage container supplied and emptied as needed by Greenlight Biofuels. 21. Used motor oil is collected in a metal storage tank and oil filters are collected in a small metal can. Both are emptied regularly by Noble Oil Co. 22. The Permit to Operate, approved Operations Plan, emergency contact information and contingency plans were all observed to be posted in the scale house. 23. Training records were reviewed, and the following SWANA Transfer Station Operations Specialist certifications were found to be current: Curtis W. Lovelace, expires 11/16/2019; Billy Joe Watlington, expires 3/25/2021; Rodney Lovelace, expires 11/3/2019; and, Ricky French, expires 10/9/2020.
