Dear Mr. Lovett,
The NC Solid Waste Section (Section) has completed a review of the Corrective Action Evaluation Report
dated December 28, 2017 (DIN 28708) and submitted on behalf of the City of Greensboro by Golder
Associates NC, Inc. for the White Street Phase II Active C&D Over MSW Landfill, NC Solid Waste Permit
Number 4103. This Corrective Action Evaluation Report was based upon an evaluation from April 2012
until April 2017.
The Section approved the City’s selected remedy for this landfill on June 24, 2008 that included Monitored
Natural Attenuation (MNA), Phytoremediation (hybrid poplars and willow trees), and maintaining
consistent contours within Phase II. This Corrective Action Evaluation Report was submitted pursuant to
City’s Corrective Action Plan dated April 2009 and approved on May 14, 2009 (DINs 7393 and 7422).
As documented in the City’s approved Corrective Action Plan, there are five areas of concern. These
include:
• Northern EBuffer Area (MNA and Phytoremediation);
• Southern EBuffer Area (MNA and Phytoremediation);
• Well II-6 Area (MNA);
• Well II-7 Area (MNA); and
• Well II-2 Area (MNA).
It appears that conditions are relatively stable at the landfill and attenuation is continuing to occur. As a
result, the Section approves the Corrective Action Evaluation Report dated December 28, 2017 as
described. At this time, the City does not need to implement the groundwater corrective action
contingency plan. The next Corrective Action Evaluation Report is required to be submitted in five years
pursuant to the City’s December 21, 2017 Permit (DIN 28698). If you have any questions or concerns
