Follow up inspection of cell #1 repairs from October 16, 2017 inspection notes.

STATUS OF PAST NOTED VIOLATIONS:
None
OBSERVED VIOLATIONS:
None
ADDITIONAL COMMENTS;
1 – Note from October 16, 2017 inspection. Cell # 1 has potential leachate on the East side. This needs to be
addressed and corrected and John College needs to be notified as soon as the repair to this area has been done.
None of the liquid has left the cell or run off into the surrounding drainage ditch.
2 – This repair has been addressed and corrected. Need to seed repair area with winter grass to prevent erosion.
3 – During this inspection, it was noted that this cell #1 has another area of concern with potential leachate on the
surface of the East side slope. This area is not far from the repaired area.
4 – There were several low areas noted on the top of the cell that has been holding water and could be
contributing to the potential leachate issue. Some area may be rotted stumps. May need to add soil over any
rotted stumps to prevent water from seeping thru them thus causing issues.
5 - Corrective action is needed due to the issue noted within this Inspection report. Also, a follow-up Inspection
will need to be conducted.
6 – Please contact John College (919-268-1524) when repair has been completed so a follow up inspection can be
conducted.
7 – None of the potential leachate has left the footprint of cell #1.
8 - Digital pictures taken and attached to this report.

administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
