OBSERVED VIOLATIONS:
None
ADDITIONAL COMMENTS
1. Proper signage was observed at the entrance of the facility.
2. The facility is permitted to receive solid waste generated within Cleveland County.
3. The Self-McNeilly facility accepts an average 280 tons per day.
4. The C&D Landfill accepts an average of 280 tons per day.
Operations Inspection of the MSW Landfill Unit:
5. The facility is currently working in Phase 1 & 2.
6. No unacceptable waste streams were observed in the MSWLF. Three tires had been pulled out and set aside to
be moved to the tire collection area.
7. Edge of liner markers were observed. Edge of waste is placed no closer than four feet from the edge of liner.
8. Soils were extremely wet at time of inspection, however all access roads were maintained in good condition.
9. Working face was small and compact.
10. The facility utilizes soil and spray-applied Mortar Coating (SMC) for daily cover.
11. No windblown waste was observed during the inspection.
12. Established vegetation was observed on perimeter slopes.
Records Review
13. Current copy of permit and operational plan were on file.
14. Reviewed 1st semi-annual groundwater monitoring dated January-June 2017 and 2nd semi-annual ground water
monitoring dated July-December 2016. Surface water and leachate monitoring reports were reviewed.
Leachate monitoring is performed semi-annually with their groundwater monitoring.
15. Methane monitoring was being performed as required. Reviewed 1st quarter 2017, 2nd quarter 2017, 3rd
quarter 2017, 4th quarter 2017.
16. Random inspection reports were reviewed. Facility staff perform an average of three (3) random inspections
each day at MSW and CDLF. Screening performed with good frequency. Good documentation of observed
unacceptable waste streams and final disposition of this waste. Records reviewed were from July 1, 2017 –
December 13, 2017.
17. Leachate is discharged by a force main to the City of Shelby WWTP. It is pumped via force main eight (8)
times every twenty-four (24) hours for a duration of thirty (30) minutes each time.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

C&D Landfill Unit
19. Edge of liner markers were observed. Edge of waste is placed no closer than four feet from the edge of liner.
20. No prohibited wastes were observed during the inspection.
21. All access roads maintained in good condition.
22. Working face less than ½ acre in size.
23. The facility utilizes soil for cover which is applied weekly.
24. No on-site erosion of the landfill was observed.
25. No ponding of water on the landfill was observed.
White Goods & Scrap Metal Collection Area
26. White goods and scrap metal are collected from the public at each of the County’s nine convenience centers.
Cleveland County then hauls the white goods and scrap metal to a staging area located NW of the two leachate
above ground holding tanks.
27. All metal is placed on a concrete pad.
28. Area is well maintained.
29. CFC’s are removed from all white goods by Rapid Recovery.
Scrap Tires
30. Scrap tires are collected and stored in semi-trailers.
31. The facility accepted 556.86 tons and 563.8 tons were removed for disposal by U.S. Tire during the period of
7-1-17 to 12-15-17.
32. Area is well maintained.
Treatment and Processing Area
33. Pallets and land clearing debris maintained in separate stockpiles.
34. Facility staff perform daily inspections and separate unacceptable waste from incoming loads. Observed three
painted pallets, which were pulled to be disposed of at the C&D landfill.
35. Area well maintained.
Compost Area
36. Located adjacent to maintenance building.
37. Material (leaves) maintained in windrows.
38. Good access around windrows and finished pile for access by firefighting equipment.
39. Temperature records reviewed.
40. Temporary disaster debris site (DS23-004) is located in this area, and is still available for use according to
facility staff.
41. Four additional temporary disaster debris sites were observed on 12-22-17:
• DS23-005 Polkville Old School - 4325 Polkville Rd.
• DS23-006 Chlorox Property - 687 Washburn Switch Rd.
• DS23-007 Industrial Park - 1035 Beason Creek Rd.
