The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility consists of a small Type 3 compost operation that is permitted to accept manure, straw, animal
bedding, vegetative agricultural waste (gin trash, tobacco dust), livestock mortality and inorganic nitrogen
sources.
2. Organic waste is generated during events in the livestock barn at the Fairgrounds. Animal bedding material and
manure are collected and brought to the facility for composting. Only waste generated in the livestock barn is
currently accepted for composting. No waste is received from the public or from other outside sources. All
compost produced at the facility is used at the facility; none is distributed to the public.
3. A chain link fence surrounds the composting area, which is secured with a locking gate. In addition, the section
of the Fairgrounds property which houses the compost facility and the adjacent equipment/supply storage area
is secured by another chain link fence with a locking gate. Proper signage was observed at the gate leading to
the compost area.
4. The access roadway is of all-weather construction and well-maintained.
5. The composting area is located northeast of the office, and contains 7 concrete bunkers (bins) in which waste
material is placed for composting. Each of the bins is outfitted with a fan system that uses forced aeration to
speed up the compost process.
6. During this inspection, bins 1 through 6 contained material generated at the 2017 Dixie Classic Fair. Records
indicated that a total of 238 tons of material was received on October 23, 2017 and divided between these six
bins.
7. Bin 7 had been cleaned out, and the finished compost material, produced from events held the previous spring,
was stored on a paved area to the south of the bins. Mr. Smith stated that samples of the finished compost had
been submitted for testing, but the analysis had not yet been received.
8. Temperature logs were reviewed for the current fiscal year, and the data recorded indicated that the material in
all of the bins had reached a temperature exceeding 131°F for a period of at least 3 consecutive days, and had
maintained a temperature of 114°F or higher for 14 days. In addition, records stated that the compost
thermometer had been calibrated in-house on November 20, 2017.
9. Mr. Smith explained that, after the temperature requirements had been satisfied, facility staff began the process
of turning the compost regularly. Records showed that material in each of the bins had been turned on
December 9, 2017.
10. The facility was observed to be clean and well-maintained, with no windblown material visible. No
unacceptable waste was observed in the composting area or in the adjacent product storage area.
11. No ponding water was observed in the composting area, and no objectional odors were detected at the site.
12. The composting area is designed to drain to the east, where a gravel berm slows the flow of the water and
allows it to filter through to the bank on the other side. Water was ponded in front of the berm. Mr. Smith
explained that the water had resulted from the melting snow the week before, and that water would continue to
drain slowly, leaving the drainage area dry by the following day.
13. A copy of the current permit to operate and approved Operations Plan were available onsite and were reviewed.
Mr. Smith indicated that no changes in the operation had taken place since the previous inspection on June 23,
2017.
