The northernmost landfill area is an inactive permitted Construction and Demolition Debris (C&D) Landfill (Figure 2). The 3.5-acre C&D Landfill (formerly known as the “Operating Landfill”) was capped during the summer of 2006, and a Closure Plan was submitted to Mr. James Coffey at the North Carolina Department of Environmental Quality (DEQ), formerly known as the Department of Environment and Natural Resources (DENR), on August 21, 2006. The second landfill is a Municipal Solid Waste (MSW) Landfill composed of two discrete areas in the west- central and southern parts of the site (Figure 2). The MSW Landfill (formerly known as the “Closed Landfill”) is inactive, closed, and maintained by the County. It was officially closed on April 9, 1994. Both landfills are regulated by the DEQ, Division of Waste Management (DWM), under Permit No.75-02 (Polk County C&D Landfill and MSW Landfill) as well as DEQ Solid Waste Management Rules Title 15A, North Carolina Administrative Code (NCAC) Subchapter 13B, Section .0500 Rule (C&D Landfill) and Title 15A NCAC 13B.1600 Rule (MSW Landfill). The permit requires semiannual monitoring of groundwater and surface water quality. This report is being submitted in accordance with the monitoring and reporting requirements stated in the permit as well as the rules, and it provides an evaluation of surface water and groundwater quality for the C&D Landfill and an evaluation of the groundwater quality for the closed MSW Landfill. Fall 2015 Semiannual Water Quality Monitoring Report January 15, 2016 Permit No. 75-02, Route 9, Polk County, North Carolina Page 2 P:\Polk County\Route 9 LF\Reports\2015\Fall\7502Sept2015 Semiannual Water Quality Report.Docx 2.0 C&D Landfill 2.1 Sampling and Analysis Methods Three monitoring wells (MW-01CD, MW-02CD, and MW-03CD) and three surface water locations (SS-1, SS-2, and SP-1) are monitored in association with the C&D Landfill. All monitoring points were sampled by Altamont Environmental, Inc. (Altamont) on September 22 and 24, 2015. The approximate locations of the groundwater monitoring wells and surface water sampling points are shown on Figure 2. Field sampling logs are included as Appendix A. Monitoring wells MW-01CD, MW-02CD, and MW-03CD sampled during the fall 2015 sampling event are constructed of 2-inch-diameter Schedule 40 polyvinyl chloride (PVC) well material. Well construction logs for these wells are not available. Prior to sampling, water level measurements were obtained. Table 1 and Figure 3 present the groundwater elevation data relative to an assumed benchmark elevation. Monitoring wells MW-01CD and MW-02CD were purged and sampled with a disposable bailer on September 22 and 24, 2015. Prior to collecting samples, Altamont technicians purged three well volumes and recorded parameters after each well volume was purged. During purging the pH, specific conductivity, dissolved oxygen (DO), oxidation-reduction potential (ORP), turbidity, and temperature were measured and recorded. Well purging continued until three well volumes were purged and these parameters stabilized as determined by three successive readings in which each parameter was generally within a range of values, as follows:  pH +/- 0.1 unit  Specific conductivity +/- 3 percent  Temperature +/- 10 percent  DO +/- 10 percent  Turbidity +/- 10 percent  ORP +/- 10 millivolts Once all these parameters stabilized, a groundwater sample was collected in laboratory-supplied sample containers by a technician wearing a new pair of nitrile gloves. MW-03CD was purged dry after removing approximately 1.25 gallons of water and allowed to recharge. The Altamont technician allowed the well to recharge and then returned to collect a sample in laboratory supplied containers. During prior events, technicians sampled MW-03CD using low-flow techniques. Due to complications with pumping groundwater at the depth of water in this well during previous sampling events, a disposable bailer was used to purge MW-03CD during this event. Monitoring well MW-3R was pumped dry using a Grundfos Redi Flow 2 pump on September 23, 2015 and the groundwater sample was collected following recharge the next day, September 24, 2015. A duplicate sample was taken at MW-2R to ensure consistency with laboratory practices, and is listed as MW-2RDUP. The surface water sample collected at the SS-1 location is representative of surface water quality upstream of the landfill. The surface water sample collected at the SS-2 location is representative of surface water quality downstream of the landfill. The surface water sample collected from the SP-1 location is representative of surface water quality at a nearby spring that is situated at an elevation lower than the landfill in an apparent downgradient direction (Figure 2). At each monitoring well and surface water sampling location, pH, specific conductivity, DO, ORP, turbidity, and temperature were measured and a grab sample was collected by a technician wearing a new pair of nitrile gloves. Proper chain-of-custody documentation was maintained during the collection and transport of each sample. A trip blank was also transported in the sample cooler. The groundwater and surface water samples were analyzed by TestAmerica Laboratories, Inc. (TestAmerica), a laboratory certified in North Carolina, for Appendix I VOCs by EPA Method 8260 and for Appendix I metals by EPA Methods 6010, 6020, and 7470 (Table 2). The trip blank was also analyzed for VOCs by EPA Method 8260. Report of laboratory analysis and chain-of-custody forms are included as Appendix B. Additional observations and descriptions pertaining to individual wells are provided on the sampling logs that are included as Appendix A. Additionally, water level measurements and field parameters are summarized in the Electronic Data Deliverable (EDD) format included in Appendix C. 2.2 Analytical Results The laboratory analytical results for groundwater, surface water, and trip blank samples collected at the C&D Landfill are provided in the Analytical Report analysis issued by TestAmerica on October 19, 2015 and included as Appendix B. In addition, all the laboratory analytical results are summarized in the EDD (Appendix C) format specified by the Solid Waste Section (SWS) on May 5, 2010. As stipulated in the DWM document referenced above, all laboratory analytical results were reported and appropriately qualified. Non-detections (non-detects), which are values reported by the laboratory as below method detection limits (MDLs), are tabulated in Table 3 and the EDD at MDL levels, and are qualified with the “U” qualifier. The MDL is the minimum concentration of a substance that can be measured and reported by a laboratory with 99 percent confidence that the analyte concentration is greater than zero. All detections (values above the MDL) were compared to analyte-specific Solid Waste Section Limits (SWSLs) established by the SWS. The SWSL is the lowest concentration of an analyte in a sample that can be quantitatively determined with suitable precision and accuracy. If the reported concentration is above the laboratory MDL and below the method reporting limit (MRL), the analytical result is qualified by the laboratory as estimated, and is flagged with a “J” qualifier (J-flag). The MRL is the minimum concentration of a target analyte that can be accurately determined by the referenced method. If the reported concentration is above the laboratory MRL and below the SWSL, the analytical result is qualified as estimated, and is flagged with an italicized “J” qualifier (italicized J-flag) by Altamont per DEQ requirements. The MRL is listed in the “Report Limit” (RL) column in the report of laboratory analysis (Appendix B). Concentrations below the respective SWSLs are not discussed in the text of this report unless they exceed their contaminant-specific water quality standards. Detected concentrations of analytes in groundwater samples were compared to current groundwater quality standards specified in 15A NCAC 2L.0202, which are referred to as “2L standards”. Detected concentrations of analytes in groundwater with no established 2L standards were compared either to the interim maximum allowable concentrations (IMACs) for Class GA and GSA groundwater (in accordance with 15A NCAC 02L .0202 [c]) or Groundwater Protection (GWP) Standards, pursuant to 15A NCAC 13B.1634. Detections of analytes in surface-water samples were compared to 15A NCAC 2B surface-water quality standards (2B standards). Table 3 presents the summary of laboratory analytical results for detected constituents only. Table 4 presents all analytical results that were above the applicable SWSLs. Table 5 presents only the concentrations of analytes detected in groundwater and/or surface-water samples that exceeded their respective 2L standards (including IMACs, if applicable), GWP Standards, or 2B standards. In the EDD (Appendix C), the identification of a well (“WELL ID” on the table) consists of the name of the well prefaced by the un-hyphenated permit number for the facility. For example, the groundwater sample from monitoring well MW-01CD is identified on the tables as 7502-MW01CD. However, in the tables and figures of this report, the identification of a well consists of the name of the well without the permit number associated with the facility. Fall 2015 Semiannual Water Quality Monitoring Report January 15, 2016 Permit No. 75-02, Route 9, Polk County, North Carolina Page 4 P:\Polk County\Route 9 LF\Reports\2015\Fall\7502Sept2015 Semiannual Water Quality Report.Docx 2.2.1 Groundwater Samples Eleven metals (barium, beryllium, cadmium, chromium, cobalt, copper, lead, nickel, thallium, vanadium, and zinc) were detected in one or more of the groundwater samples collected from the monitoring wells at the C&D landfill. Six of the detected metals (barium, beryllium, cadmium, lead, vanadium, and zinc) were detected at concentrations above their respective SWSLs in one or more groundwater samples collected from the monitoring wells (Table 4). In addition, four metals (cobalt, lead, thallium, and vanadium) exceeded their respective 2L or IMAC groundwater standards in one or more groundwater samples collected at the C&D landfill (Table 5). However, vanadium was detected in the laboratory method blank, which may have artificially increased the vanadium concentrations reported during this monitoring event. Four VOCs were detected in one or more of the groundwater samples collected at the C&D landfill (1,4- dichlorobenzene, acetone, tetrahydrofuran, and trichlorofluoromethane). No VOCs were detected at concentrations above their respective SWSLs (Table 3) or water quality standards. Acetone was also detected in the trip blank, indicating that acetone detected during this monitoring event is likely due to laboratory contamination. Groundwater pH readings were obtained from all monitoring wells sampled. The measured groundwater pH values in monitoring wells MW-01CD, MW-02CD, and MW-03CD were outside the 2L standard pH range of 6.5 to 8.5 Standard Units (SU) (Tables 3 and 5). Turbidity values at the time of sampling monitoring wells MW-01CD, MW-02CD, and MW-03CD ranged from 73.75 nephelometric turbidity units (NTUs) to 562.1 NTUs (Table 3). Monitoring wells MW-02CD and MW- 03CD were purged with a bailer during this monitoring event instead of using low-flow techniques. This is due to low-flow techniques being difficult when depth to water exceeds 100 feet. Additionally, these wells have historically have not recharged well and have often gone dry during purging, as was the case with these wells during this monitoring event. Both of these wells exhibited high turbidity levels (562.1 and 194.3 NTUs, respectively) when the samples were collected. This likely contributed to the concentrations of detected metals in these wells since metals adhere to suspended sediment. 2.2.2 Surface Water Samples Four metals (barium, cobalt, lead, and vanadium) were detected in one or more surface water samples collected at designated sampling locations (Table 3). Barium was detected at sample location SP-1 above its respective SWSL, but below the 2B surface water standard. Acetone was detected in all three surface water samples at concentrations below the SWSL. Acetone was also detected in the trip blank. Acetone was also detected in the trip blank, indicating that acetone detected during this monitoring event is likely due to laboratory contamination. No other VOCs were detected in the surface water samples. The pH readings obtained from all sampled locations were within the 2B standard range of 6.00 to 9.00 SU (Table 3). Turbidity values measured in the surface water samples ranged from 9.07 NTUs (SS-1) to 157.1 NTUs (SP-1) (Table 3). Turbidity measured at SP-1 exceeded the 2B turbidity standard of 25 NTUs. During the fall 2015 sampling event, the monitoring wells were sampled by Altamont on September 22 and 24, 2015. The approximate locations of the groundwater monitoring wells are shown on Figure 2. Field sampling logs are included as Appendix A. Monitoring wells MW-1R and MW-2R are constructed of 2-inch-diameter Schedule 40 PVC well material. Well construction logs for these wells are not available. The well construction record for the newly installed monitoring well MW-3R is available and was included in Appendix D of the Fall 2012 Semiannual Water Quality Monitoring Report dated February 7, 2013. Prior to sampling the wells, field parameters and water level measurements were obtained. Table 1 and Figure 3 present the groundwater elevation data relative to an assumed benchmark elevation. Field parameters are presented in the sampling logs (Appendix A) and in the EDD (Appendix C). Monitoring wells MW-1R and MW-2R were purged and sampled using low-flow techniques in accordance with the procedures described in “Low-Flow (Minimal Drawdown) Ground-Water Sampling Procedures”, U.S. Environmental Protection Agency (EPA), Groundwater Issues (April 1996). Prior to collecting samples, these wells were purged until field parameters stabilized as mentioned in Section 2.1. Once these parameters stabilized, a groundwater sample was collected in laboratory-supplied sample containers by a technician wearing a new pair of nitrile gloves. Monitoring well MW-3R was pumped dry using a Grundfos Redi Flow 2 pump on September 23, 2015 and the groundwater sample was collected following recharge the next day, September 24, 2015. A duplicate sample was taken at MW-2R to evaluate consistency with laboratory practices, and is listed as MW-2RDUP. Proper chain-of-custody documentation procedures were followed during collection and transport of the samples. Analysis of the groundwater samples was performed by TestAmerica using the same methods described in Section 2.1 (Table 2). Additional observations and descriptions pertaining to individual wells are provided on the sampling logs included as Appendix A. 3.2 Analytical Results 3.2.1 Groundwater Samples The laboratory analytical results for groundwater, surface water, and trip blank samples collected at the MSW Landfill are provided in the Analytical Report analysis issued by TestAmerica on October 19, 2015 and included as Appendix B. In addition, all the laboratory analytical results are summarized in the EDD (Appendix C) format specified by the Solid Waste Section (SWS) on May 5, 2010. Four metals (barium, lead, nickel, and vanadium) were detected in one or more of the groundwater samples collected from the monitoring wells. Of the detected metals, barium was present at concentrations above its respective SWSL in one or more groundwater samples collected from the monitoring wells (Table 4). In addition, vanadium exceeded its respective IMAC concentration in all of the samples associated with the MSW landfill. However, vanadium was detected in the laboratory method blank, which may have artificially increased the vanadium concentrations reported during this monitoring event. Four VOCs were detected in one or more groundwater samples collected from the monitoring wells (1,1- dichloroethane, cis-1,2-dichloroethene, tetrahydrofuran, and trichloroethene). Cis-1,2-dichloroethene was detected above its SWSL, but below its 2L groundwater standard (Table 4) in samples MW-2R and MW- 2RDUP. No VOCs were present at concentrations above established water quality standards. Turbidity values at the time of sampling monitoring wells MW-1R, MW-2R, MW-2RDUP, and MW-3R ranged from 0.00 NTUs to 8.62 NTUs (Table 3). Fall 2015 Semiannual Water Quality Monitoring Report January 15, 2016 Permit No. 75-02, Route 9, Polk County, North Carolina Page 7 P:\Polk County\Route 9 LF\Reports\2015\Fall\7502Sept2015 Semiannual Water Quality Report.Docx 4.0 Background Monitoring Well 4.1 Statistical Analysis Methodology In 2012, background monitoring well, MW-3R, was installed upgradient of the other two MSW monitoring wells and three C&D monitoring wells. MW-3R was installed to establish background concentrations of Appendix I VOCs and metals upgradient of the MSW Landfill and C&D Landfill. MW-3R, consistent with the other five monitoring wells, is sampled on a semiannual basis. MW-3R has been sampled seven times from October 2012 to September 2015. A brief statistical analysis presented herein compares background concentrations in MW-3R to downgradient monitoring wells, and applicable water quality standards. Historical data was summarized for MW-01CD, MW-02CD, MW03CD, MW-1R, and MW-2R from the seven sampling events occurring from September 2012 to September 2015. Data from MW-3R was summarized from the seven sampling events occurring from October 2012 to September 2015. Tables 6 and 7 list the constituents detected in each well for the subject monitoring period, minimum concentration, maximum concentration, and average concentration of each detected constituent, as well as the frequency of detection in each well. Results below the MDL were assumed to equal half of the MDL. 4.2 Results of Statistical Analysis A comparison of VOCs is presented in Table 6. No VOCs were detected in the background well (MW-3R) during the subject statistical analysis period. Seven VOCs (1,1-dichloroethane, 1,4-dichlorobenzene, acetone, cis-1,2-dichloroethene, tetrahydrofuran, trichloroethene, and trichlorofluoromethane) were detected in one or more of the downgradient monitoring wells. However, all detections were at concentrations below the respective 2L standards. A comparison of the average concentrations of VOCs in downgradient wells with the average concentrations of VOCs in the background well shows that the majority of average concentrations in downgradient wells exceed those of the background well. A comparison of metals concentrations is presented in Table 7. Barium, lead, and vanadium were detected in MW-3R. In all monitoring wells, vanadium was the only metal to exceed its appropriate groundwater standard. Eleven metals (barium, beryllium, cadmium, chromium, cobalt, copper, lead, nickel, thallium, vanadium, and zinc) were detected in one or more of the downgradient monitoring wells. Four of the average concentrations of these metals (cobalt, lead, thallium, and vanadium) exceeded groundwater quality standards in one or more downgradient monitoring wells. However, the maximum results for cobalt and thallium include estimated (“J” flagged) values. Average concentrations for the majority of metals in downgradient monitoring wells exceeded the average concentrations of those metals in the background well. Tables 3, 4, and 5 of this report, the TestAmerica report of laboratory analysis included as Appendix B, and the EDD in Appendix C provide detailed analytical results and field data demonstrating the groundwater and surface water quality at the Polk County Landfills. 5.1 Future Activities Altamont recommends that Polk County continue to monitor VOCs and metals concentrations in groundwater and surface water at the closed C&D and MSW landfills. Based on the data trends and evaluation presented in this report, Altamont has discussed with Polk County options for addressing the water quality impacts identified at the site. Based on these discussions, Altamont understands that Polk County is planning to replace monitoring wells MW-1R and MW-03CD early in 2016 in an effort to obtain groundwater samples of a higher quality. Altamont will continue to monitor the groundwater and surface water on a semiannual basis at the Polk County C&D and MSW Landfills. The next sampling event is scheduled for March 2016.
